The Vietnam Economic Forum 2025, Outlook 2026, took place on December 16, 2025, under the theme “Rapid, Sustainable, and Green Transformation of Vietnam’s Economy in the Digital Era.” Co-chaired by the Central Policy and Strategy Board and the Government, the event featured a high-level plenary session and two specialized sessions. It focused on evaluating macroeconomic management in 2025, identifying opportunities and challenges for 2026-2030, and proposing solutions to drive double-digit growth alongside green and digital transformation.

Speaking at the forum, Mr. Nguyen Trung Chinh, Chairman of CMC Technology Group, emphasized that Vietnam must steadfastly pursue a “dual transformation” model—combining digital transformation with green transition—as a new long-term growth driver. He also urged greater leveraging of the private sector’s leadership role, in line with key resolutions on science, technology, innovation, digital transformation, and private sector development.
In this spirit, the CMC Chairman proposed three key recommendations:
First, entrust national digital infrastructure to private enterprises. Mr. Chinh urged the Government to boldly allow the private sector to invest in, build, and develop national digital infrastructure (data centers, cloud services, AI, shared digital platforms), rather than relying primarily on state-owned enterprises. Expanding opportunities for private companies will reduce public investment pressure, enhance competitiveness, and attract high-quality capital.
Second, establish competitive data policies to become a Digital & AI Hub. Citing regional digital economy policy surveys, Mr. Chinh noted that Vietnam must enhance its institutional competitiveness to attract global technology corporations. He proposed creating a comparative policy table for data and digital economies between Vietnam and regional hubs (e.g., Singapore, Malaysia) to identify policy gaps. Additionally, he called for developing a competitive digital data governance framework, aligned with and surpassing ASEAN standards, to position Vietnam as a regional Digital & AI Hub.
Third, focus on innovation ecosystems and digital talent. Vietnam can become an innovative nation through a “triple-helix” model linking government, academia, and businesses, with science-technology-innovation spaces integrated into enterprises. Mr. Chinh suggested planning large-scale science-technology-innovation cities in key areas and assigning science-technology spaces in Hanoi, Ho Chi Minh City, and Da Nang to university-business partnerships to accelerate R&D, training, and technology commercialization.
