According to the Government’s electronic information portal, this morning (December 15th), Deputy Prime Minister Tran Hong Ha chaired a meeting to review preparations for the inauguration and groundbreaking ceremonies of large-scale, significant projects on December 19th—National Resistance Day. These events aim to celebrate the 14th National Congress of the Communist Party of Vietnam.
237 projects totaling over VND 3,400 trillion are ready for groundbreaking
The Ministry of Construction reported that as of December 14th, they had compiled 237 projects from ministries, localities, corporations, and state-owned enterprises across 34 provinces and cities, all eligible for groundbreaking or inauguration.
Of these, 151 projects will commence construction, while 86 will be inaugurated or have their technical openings. The total investment for these projects exceeds VND 3,400 trillion, with state funding accounting for over VND 627 trillion and other sources contributing more than VND 2,790 trillion.
Representatives from Hanoi, Ho Chi Minh City, Dong Nai Province, and the Airports Corporation of Vietnam (ACV) provided detailed updates on the conditions, progress, and preparations for their respective projects. Their reports focused on meeting inauguration and groundbreaking criteria, organizational plans, safety measures, and technical requirements.

Regarding the event’s organization, the Ministry of Construction proposed a setup with 79 connection points (symbolizing the 79th anniversary of National Resistance Day). This includes one central hub, 11 direct connection points, and 67 online connection points.
Deputy Minister of Home Affairs Cao Huy reported that the ministry, in collaboration with the Ministry of Construction, has issued specific guidelines to agencies and localities for proposing and compiling 59 cases for commendation. These include 28 organizations and 31 individuals nominated for Labor Orders of various classes and 48 Certificates of Merit from the Prime Minister.
Deputy Prime Minister Tran Hong Ha emphasized that commendations should be balanced, structured, and reflective of the practical implementation of projects. Awards must be given to the right individuals for the right achievements, tied to specific projects and tangible results. They should also represent a diverse range of recipients, including central and local entities, domestic and international organizations, state-owned and private enterprises, and Party, State, and Front agencies at various levels.
The Ministry of Home Affairs is responsible for ensuring that the commendation process is objective, fair, and representative, making adjustments as necessary.
Groundbreaking and inauguration ceremonies to highlight the political significance of December 19th
Concluding the meeting, Deputy Prime Minister Tran Hong Ha instructed ministries and agencies to finalize the scripts and organizational plans for the ceremonies, ensuring they emphasize the political importance of December 19th—National Resistance Day.
He approved the plan for 79 connection points, including 5 with live interactions, 7 with visual connections during the ceremony, and the remainder online. He also assigned clear responsibilities to Vietnam Television and local broadcasters for coordination and connectivity.
Stressing technical and infrastructure requirements, the Deputy Prime Minister directed agencies like Viettel and VNPT to prevent any disruptions during the event.

For the central hub, the Deputy Prime Minister requested that Hanoi submit a report by December 15th confirming its readiness to meet all criteria for the projects to be inaugurated or commenced in the city. This will ensure the event’s success and significance.
Regarding commendations, he urged the Ministry of Construction to expedite reviews and send urgent notices to relevant agencies and localities. Awards should focus on economic, social, security, and defense infrastructure projects, encompassing sectors like energy, healthcare, education, culture, and sports.
Agencies and localities are to select and nominate exemplary organizations and individuals, including management bodies, state-owned enterprises, private companies, and direct participants, ensuring deserving recipients and adhering to regulations. Each nominated project should be linked to representative organizations or individuals for timely recognition.
