The parking facility is designed with two basement levels. The first basement level features a commercial service area, motorcycle parking, and technical facilities. The second basement level houses a four-tier automated car parking system and additional technical spaces.
The motorcycle parking area on the first basement level spans approximately 380 m², accommodating around 110 motorcycles. The car parking area on the second basement level covers about 1,584 m², with an automated system capable of holding approximately 268 cars. Additionally, short-term car parking is permitted on the sidewalks of Phung Hung Street and Duong Thanh Street, with a capacity for around 35 vehicles.

The above-ground space features prominent architectural elements, including vehicle access points, green areas, flower gardens, and walkways. This area integrates a central circular design with access to the commercial zone, playgrounds, fitness areas, and pedestrian pathways.
The plan also includes amenities such as electric vehicle charging stations, electric bicycle parking, and technical infrastructure for a suspended transformer station, ensuring both functionality and urban aesthetics.
This marks the first underground parking facility approved for planning in Hanoi’s Old Quarter.

Under the Master Plan for Underground Space in Hanoi’s Central Urban Area until 2030, with a vision to 2050, Hanoi has planned 78 underground parking facilities in the inner city districts of Hoan Kiem, Ba Dinh, Dong Da, and Tay Ho.
These underground parking structures are designed with a maximum of five basement levels. Although the plan was approved in March 2022, no projects have been implemented yet.
Key challenges include: land use fees for both surface and underground areas at the same location; land use rights for standalone underground structures without surface ownership; and determining land use rights and certification for underground constructions.
