Ho Chi Minh City Approves 1/2000 Master Plan for 880-Hectare International University Urban Area

The People’s Committee of Ho Chi Minh City has officially issued a decision approving the planning tasks for the 1:2000-scale zoning of the International University Urban Area in Xuan Thoi Son Commune, formerly part of Hoc Mon District.

The planning area is located within the administrative boundaries of Xuan Thoi Son Commune, Ho Chi Minh City (HCMC). It is bordered by the An Ha Canal to the southeast, Tay Ninh Province and Canal 8 in Xuan Thoi Son Commune to the west and southwest, and the Xang Canal to the north.

The planning scope covers approximately 880 hectares, with a study area of 923.9 hectares. The planning period extends until 2040.

The objective of this planning is to concretize the directives of the HCMC Master Plan for the 2021-2030 period, with a vision to 2050, and the Adjusted General Plan for HCMC until 2040, with a vision to 2060, both of which have been approved.

Implementing the functional zone planning will establish the legal framework for managing development and executing investment projects to construct the Vietnam International University Urban Area. This includes synchronized technical infrastructure, social infrastructure, and landscape architecture with other urban areas.

Additionally, it aims to complete the technical framework system as per the planning, effectively leverage the natural conditions and unique ecosystem of the area, and develop a modern, distinctive University Urban Area that attracts and gradually enhances urban quality. This development seeks to harmonize economic, cultural, and social growth while protecting the environment and adapting to climate change.

The nature, function, and role of the planning area are defined as a research and training functional zone within the HCMC Master Plan. It serves as the core of the northern training cluster, collaborating with other major research and training institutions to alleviate pressure on the central area. Simultaneously, it acts as a key development zone with a regional central role, promoting economic and social activities, creating job opportunities, and providing a high-quality living environment. It also offers recreational amenities and social infrastructure for residents in the area.

The projected population is approximately 135,000, with an expected student population of around 60,000.

The projected indicators for land use, social infrastructure, and technical infrastructure within the planning area are designed to align with the land use scale for urban-level social infrastructure, as outlined in the General Plan for the City until 2040, with a vision to 2060.

The planning approval authority is the HCMC People’s Committee. The reviewing agency is the Department of Planning and Architecture. The organizing and submitting agency is Berjaya Vietnam International University Urban Area JSC. The planning consulting agency will be selected according to regulations.

The planning process must be completed within 9 months, as per regulations. The decision takes effect from December 12, 2025.

The Vietnam International University Urban Area project received its investment certificate in 2008, with a total capital of approximately 56 trillion VND. However, due to land clearance issues and changes in legal frameworks, the project has been stagnant for 17 years.

In early 2025, the Government issued Decision 80/QD-TTg, adjusting the investment policy and increasing the total capital to 59 trillion VND.

Berjaya Vietnam International University Urban Area currently has a charter capital of nearly 20,339 billion VND. Its foreign shareholders include MV University Town LLC, holding 1%, and Berjaya Leisure (Cayman Limited), holding 58.5%.

MV University Town was established in 2023 with an initial capital of 10 billion VND, owned by Ms. Nguyen Truc Hien, who served as both Chairwoman and CEO. In November 2023, the company’s ownership was transferred to Diamond Realty Investment University Town Co., Ltd. (based in Japan), with Mr. Shinichiro Matsumoto as Chairman, CEO, and legal representative. As of April this year, the company is chaired by Mr. Tezuka Bampo (Japan), who also serves as CEO and legal representative. The company has one registered employee and a charter capital of over 18,774 billion VND.
