The Ministry of Agriculture and Environment has issued the Consolidated Document No. 83/VBHN-BNNMT dated December 9, 2025, which includes the Decree regulating land surveys, land registration, issuance of land use right certificates (red books), and the Land Information System.
This decree consolidates Decree No. 101/2024/NĐ-CP, Decree No. 151/2025/NĐ-CP, and Decree No. 226/2025/NĐ-CP issued by the Government.
Accordingly, there are 6 cases of land and property changes that require the issuance of a new red book.
Specifically, new red books are issued in cases of land consolidation or division, or when a tenant or subtenant of land use rights from an investor who has been allocated or leased land by the State for infrastructure construction and business purposes.

In cases where an investment project involves adjustments to detailed construction planning, or when a developer has been issued a red book for the entire project area but requires separate certificates for each plot as per approved planning, a new red book must also be issued.
Additionally, new red books are issued when certifying property ownership attached to land on a plot that already has a certificate. This also applies when there are complete changes to land plot information due to cadastral mapping, or changes in residential land area as re-determined under Article 141, Clause 6 of the Land Law.
New red books are also issued in cases of land use right changes or property ownership attached to land where the existing certificate has no space left for change confirmation, or when the land user or property owner requests a new certificate.
As per regulations, red books issued under the Land Law and this decree use a certificate code managed uniformly by the Ministry of Agriculture and Environment nationwide. They are issued through the National Land Information System software.

According to the Land Management Department (Ministry of Agriculture and Environment), over the past three months, the department has guided over 1,560 communes and wards nationwide and addressed nearly 1,400 land-related inquiries. Common issues include land measurement, cadastral mapping adjustments, land registration and red book issuance, compensation and resettlement for land reclamation, land use purpose conversion, administrative penalties for land violations, and the duration of administrative procedures. |
