Upcoming Nationwide Launch of Social Housing Projects Across Vietnam

On December 19th, a wave of social housing projects will break ground simultaneously across multiple provinces and cities.

In Hanoi, the Ministry of Public Security has initiated two large-scale social housing projects dedicated to the People’s Public Security forces.

The first project, located in Son Dong, has a total investment of VND 3,271 billion and will provide 1,325 apartments. The second project, in Vinh Thanh, boasts an investment of VND 3,799 billion and will offer 2,012 apartments. Both projects are developed by Confitech Tay Ha Noi Joint Stock Company.

Simultaneously, Hanoi has also commenced the Tien Duong 1 social housing project in Phuc Thinh commune, with an estimated investment of VND 9,300 billion. This project, undertaken by a consortium including Viglacera Corporation, Hoang Thanh Infrastructure Investment and Development Joint Stock Company, and Central Construction Joint Stock Company, is expected to significantly boost the supply of social housing in Hanoi in the coming years.

In Quang Ninh, five projects with a total investment of VND 9,166 billion have been launched. These include social housing projects in Tran Thai Tong Ward, Cao Xanh Ward, Ao Tien Urban Area, Van Don Special Economic Zone, and Bai Chay Service Urban Area.

Da Nang has joined the initiative with two projects in the Nam Cau Cam Le residential area. In Hue City, construction has begun on social housing complexes in the Thuy Van Complex (Phase 2) and the Thuy Duong – Thuan An Urban Area. These projects are led by a consortium of Cotana Group, Telin Group, and Cotana Capital Real Estate Investment and Development Joint Stock Company.

Other localities are also actively participating. Quang Tri Province plans to start the social housing project in Dong Hoi City Center. In Can Tho, two projects are set to begin: the An Phu Eco City Social Housing Area 2 and the Hong Loan Social Housing Building, Block A. Meanwhile, Hai Phong is preparing to inaugurate seven buildings in the Trang Due Urban Area, which includes commercial services and worker housing.

Policy Momentum

The surge in social housing projects across various provinces and cities is a positive development for low-income earners, addressing the growing need for affordable housing. Coupled with favorable credit support programs and relaxed eligibility criteria, these initiatives are making homeownership more accessible at reasonable prices.

Developers of social housing are also benefiting from new government policies. On December 8, Deputy Prime Minister Tran Hong Ha chaired a meeting to discuss a draft resolution aimed at introducing special mechanisms for the social housing sector. The resolution focuses on streamlining planning approval, construction permits, and project adjustments, particularly regarding building height, land use coefficients, and related indicators.

Earlier, the government issued Decree No. 302/2025/ND-CP on November 19, detailing the National Housing Fund. This non-profit state financial fund aims to develop rental social housing, a segment that has been neglected for years.

Amid rising property prices and increasing housing demand, these centralized and localized support measures are significantly boosting the social housing sector. By expanding beneficiary groups, increasing supply, and addressing procedural bottlenecks, the new policies are clearing long-standing obstacles. Despite challenges related to supply stability, pricing, and transparency, current trends indicate a clearer path toward making homeownership a reality for millions of young families.

Experts suggest that if these policies are implemented on schedule and effectively, the social housing market between 2026 and 2030 could enter its strongest growth phase in nearly a decade. This would lay a crucial foundation for achieving the goal of investing in at least 1 million social housing units by 2030. However, experts also emphasize the need for enhanced oversight and transparency to prevent policy exploitation and ensure benefits reach the intended recipients.
