On December 19, 2025, Project Management Unit 2 of the Ministry of Construction held the inauguration and technical opening ceremony for the Quang Ngai – Hoai Nhon section of the North-South Eastern Expressway Project, Phase 2021-2025. This is one of the key transportation projects among the 234 nationwide projects and constructions launched and inaugurated on December 19, with a total investment of over 3.4 million trillion VND.
The North-South Eastern Expressway Project, Phase 2021-2025, comprises 12 sub-projects spanning a total length of 729 km. The Quang Ngai – Hoai Nhon section, the longest and most technically demanding of the 12 sub-projects, stretches 88 km.
After nearly three years of construction, driven by the motto “Overcoming Sun and Rain,” Project Management Unit 2 and the joint venture contractors—Deo Ca Group JSC, Deo Ca Infrastructure Investment JSC, Deo Ca Construction JSC, Dacinco Investment and Construction LLC, and Truong Long JSC—successfully completed the project, enabling its technical opening on December 19, 2025.
The Quang Ngai – Hoai Nhon section has a total investment of 21,110 billion VND.
The Quang Ngai – Hoai Nhon section, part of the North-South Eastern Expressway Project, Phase 2021-2025, has a total investment of 21,110 billion VND.
Construction began on January 1, 2023, with a contractual completion date of August 2026. The project is expected to be completed six months ahead of schedule.
The route starts at Km1050+000 (Nghia Giang Commune, Quang Ngai Province), connecting to the Hoai Nhon – Quy Nhon section, and ends at Km1038+000 (Bong Son Ward, Gia Lai Province), linking to the same section.
Spanning 88 km, the route passes through Nghia Giang, Dinh Cuong, Phuoc Giang, Mo Duc, Lan Phong, Nguyen Nghiem, Duc Pho Ward, and Khanh Cuong Commune in Quang Ngai Province, as well as Hoai Nhon Bac, Tam Quan, Hoai Nhon Tay, Hoai Nhon, Hoai Nhon Nam, and Bong Son in Gia Lai Province.

Completed components include: 88 km of the main route; 77 bridges (main line and overpass bridges); 3 tunnels—Tunnel No. 1 (Duc Pho), Tunnel No. 2 (Huan Phong), and Tunnel No. 3 (Binh De); and 6 interchanges: Km1051+494 (Nghia Giang), TL624B (Km1069+200), QL24 (Km1084+320), Duc Pho (Km1092+640), Sa Huynh (Km1099+820), and Km1129+000 connecting DT638 and QL1 in Hoai Nhon Ward, Gia Lai Province.
The 88 km main route of the Quang Ngai – Hoai Nhon section will open for technical traffic on December 19, 2025, with commercial operations expected to begin in January 2026 (following project acceptance procedures and integration with the Da Nang – Quang Ngai and Hoai Nhon – Quy Nhon expressways).
Investors, Project Management Unit 2, and contractors will continue completing remaining components, including rest stops, intelligent transportation systems, automated toll collection, and the left tunnel tubes.
Once operational, the Quang Ngai – Hoai Nhon section will contribute to the national goal of “3,000 km of expressways by 2025,” connecting Lang Son to Ca Mau and forming the backbone of Vietnam’s transportation network.
The project will also enhance connectivity among economic and political hubs in the South Central Coast and Southern Key Economic Region, fostering socioeconomic development, economic competitiveness, and national defense and security in an era of deep integration.
