The Ministry of Home Affairs has recently issued a document responding to voters’ recommendations sent before the 10th session of the 15th National Assembly, regarding policies for officials and civil servants.
Specifically, voters proposed adjusting the base salary, considering additional allowances (for civil service, positions, responsibilities, and concurrent roles) for commune-level officials and civil servants, especially those directly working at the local level, frequently interacting with and resolving issues for citizens.
Additionally, they suggested issuing a separate salary and allowance table for commune-level officials and civil servants, ensuring the specificity of the grassroots level, uniformity nationwide, long-term stability, and minimizing piecemeal revisions.
Voters also emphasized the need to implement salary reforms comprehensively and effectively, in line with the roadmap outlined in Resolution No. 27-NQ/TW of the Central Committee, to enhance the efficiency of local government operations.
Regarding this matter, the Ministry of Home Affairs stated that Resolution No. 27-NQ/TW on salary policy reforms for officials, civil servants, public employees, armed forces, and workers in enterprises provides specific elements for designing a new salary table, expanding wage relations as a basis for determining specific salary levels within the salary system.
According to Conclusion No. 64-KL/TW and Resolution No. 104/2023/QH15, the Ministry of Home Affairs has chaired and coordinated with relevant ministries and agencies to report to the competent authorities on the implementation of six salary reform contents under Resolution No. 27-NQ/TW from July 1, 2024.
Adjusting the base salary is a significant effort by the Central Committee, National Assembly, and Government to improve the livelihoods of salary earners.
However, during implementation, several challenges and inadequacies have arisen. Consequently, the Politburo issued Conclusion No. 83-KL/TW; the National Assembly issued Resolution No. 142/2024/QH15; and the Government issued Decree No. 73/2024/NĐ-CP, adjusting the base salary from 1.8 million VND/month to 2.34 million VND/month (a 30% increase) from July 1, 2024, for officials, civil servants, public employees, and the armed forces.
This base salary adjustment is a significant effort by the Central Committee, National Assembly, and Government to improve the livelihoods of salary earners, boost motivation, and enhance labor productivity while stabilizing society.
In Conclusion No. 83-KL/TW, the Politburo assigned the Central Economic Commission (now the Central Policy and Strategy Commission) to lead the mid-term review of Resolution No. 27-NQ/TW.
The Party Committee of the Ministry of Home Affairs will collaborate with relevant committees, ministries, and sectors to assess the suitability and feasibility of implementing five salary tables and nine new allowance regimes for the public sector, and propose appropriate measures for the Central Committee’s consideration in 2026 when the Politburo issues and implements the Job Position Catalog System in the political system.
Based on the goals and tasks approved by the 14th National Party Congress, the socio-economic development plans, and the financial conditions for the next five years, the Ministry of Home Affairs will report to the competent authorities to consider proposing an appropriate salary regime according to the roadmap outlined in Conclusion No. 83-KL/TW.
