Prime Minister Outlines “5 Pioneers,” “5 Haves,” and “5 Have Nots” for Digital Economy and Society Development

Embracing the “Saint Giong” Spirit for Growth and Strength

In his concluding remarks, Prime Minister Pham Minh Chinh directed the Ministry of Science and Technology to study and incorporate feedback from the forum into the Digital Economy and Digital Society Development Program for the 2026-2030 period. This ensures unified implementation from central to local levels.

Expressing general agreement with the presentations and discussions at the forum, the Prime Minister highlighted key achievements, challenges, causes, lessons learned, context, perspectives, goals, and priority tasks and solutions for the future.

Asserting that digital transformation and green transition are objective requirements and top strategic priorities, the Prime Minister provided an overview of the progress made so far. He noted the establishment of a foundation, renewed mindset, methodology, approach, heightened awareness, and decisive actions. He emphasized the need to learn from experiences to improve efforts in the coming phase, particularly in mobilizing resources for digital economy and society development. The Prime Minister stressed that a digital society is essential for a digital economy, which in turn requires digital citizens.

Shifting Mindsets from “Keeping Data Private” to “Connecting and Sharing”

At the forum, the Prime Minister candidly addressed existing challenges in digital economy and society development.

He pointed out that institutions, mechanisms, and policies related to the digital economy, digital society, and digital data remain inconsistent and incomplete. Digital infrastructure development is uneven, with many mountainous and island regions still facing difficulties in accessing the internet and digital services. The deployment of 5G infrastructure and satellite internet has fallen short of targets. The digital workforce is weak and insufficient, with limited innovation and research and development (R&D) capabilities.

Many Vietnamese businesses face significant challenges in digital transformation, particularly in finance, human resources, culture, awareness, and technology. Cybersecurity remains a concern in many areas, with online fraud, cyberattacks, and personal data breaches continuing to pose complex issues.

The Prime Minister identified the primary cause as a lack of leadership, guidance, investment, motivation, and inspiration from heads of certain organizations. He noted that institutional and policy mechanisms still face implementation hurdles and have not kept pace with practical demands. The low starting point of the economy has limited resources for digital transformation, digital infrastructure, and R&D investment. Organizational coordination among agencies is inadequate, task assignments do not adhere to the “6 clarities” principle, and investments lack focus and prioritization. Human resource development and training have not kept up with technological advancements.

“5 Pioneers,” “5 Haves,” and “5 Haves Not” in Digital Economy and Society Development

The Prime Minister called on all relevant entities to embrace and implement the principles of “5 Pioneers,” “5 Haves,” and “5 Haves Not.”

The “5 Pioneers” include pioneering in institutional development, technology advancement, digital infrastructure construction, database development, and social responsibility fulfillment.

The “5 Haves” encompass modern, synchronized, and seamless digital infrastructure; accurate, sufficient, clean, live, unified, interconnected, and shared data; a high-quality digital workforce and widespread digital skills; numerous thriving and efficient Vietnamese digital enterprises; and a safe, civilized, humane, and modern digital environment.

The “5 Haves Not” include no paperwork, no cash, and no administrative boundaries in transactions; no limits or stopping points in development; no negativity, waste, corruption, or group interests; no fragmentation, isolation, or closed systems in operations; and no one left behind in the national digital transformation.

Regarding key tasks and solutions moving forward, the Prime Minister urged all entities, ministries, sectors, localities, and agencies to promote digital society, digital economy, and digital citizen development. This includes accelerating digital transformation across all economic sectors and fostering an inclusive and humane digital society.

Other solutions focus on refining institutions and policies to ensure a transparent and competitive national advantage; developing national digital infrastructure and workforce; urgently completing national and sectoral databases; fostering Vietnamese digital enterprises; enhancing cybersecurity, digital sovereignty, and international cooperation; and advancing digital society development while protecting vulnerable groups.
