On the afternoon of December 20th, at the Government Office, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the Implementation of Resolution No. 68-NQ/TW of the Politburo on Private Economic Development (Steering Committee), chaired the third meeting of the Steering Committee.
Attending the meeting were Deputy Prime Minister Nguyen Chi Dung; ministers, heads of ministerial-level agencies, and government agencies; leaders of ministries, sectors, and central agencies; and leaders of associations, corporations, and enterprises.
Opening the meeting, Prime Minister Pham Minh Chinh stated that the Politburo has recently issued several key resolutions guiding development across various sectors, including Resolution No. 68-NQ/TW, with more pillar resolutions to follow. These resolutions hold significant meaning, concretizing the resolutions of the 13th Party Congress and creating new momentum to drive socio-economic development.
According to the Prime Minister, following the issuance of resolutions by the Politburo, the Government promptly issued its own resolutions on action programs and submitted them to the National Assembly for approval of resolutions on mechanisms and policies to implement the Politburo’s resolutions.
At this third meeting, the Steering Committee will review the eight-month implementation of Resolution No. 68-NQ/TW, summarize the work of 2025, and outline tasks and solutions for private economic development in 2026 and beyond. The Prime Minister requested the Steering Committee to evaluate the implementation of the resolution, identifying strengths and weaknesses, subjective and objective causes, and efforts to address limitations and shortcomings. They should also analyze new developments to both rectify issues and propose feasible, effective tasks and solutions.
The Prime Minister noted that after eight months of implementing Resolution No. 68-NQ/TW, the private economy has shown positive growth. On average, about 18,000 new enterprises are established each month, bringing the total number of active enterprises nationwide by the end of 2025 to nearly 1.1 million.

In 2025, Vietnam held three groundbreaking and inauguration ceremonies for major national projects, totaling 564 projects with a combined investment of over 5.14 million billion VND. Private capital accounted for approximately 74.6%, while state capital made up 25.4%.
This highlights the role of private enterprises, demonstrating the policy of using public investment to lead private investment and mobilize all societal resources for development. It affirms that the resolutions of the Politburo, National Assembly, and Government have created momentum, trends, and movements for private economic development, strengthening the business community’s trust in the Party and State. Business activities have become more diverse, with enterprises taking on larger and more significant initiatives.
Prime Minister Pham Minh Chinh pointed out several limitations in private economic development, particularly in the growth of small and medium-sized enterprises and the mobilization of resources from the public.
He urged delegates to focus on assessing private economic development, reviewing the Party and State’s mechanisms, policies, and laws related to private economic development, and finding solutions to facilitate business participation in policy-making.
Aiming to address business challenges, the Prime Minister instructed the Steering Committee to build on successes, remove obstacles, apply existing laws where applicable, and supplement laws where necessary. This ensures transparency, equality, and the common interests of the nation, people, and community.
The Prime Minister called for proposals to enhance the implementation of the Resolution, outlining immediate actions for the first quarter of 2026 and the responsibilities of Party committees, authorities, ministries, sectors, localities, and individuals to support and empower businesses. Enterprises, in turn, must proactively lead in innovation and competitiveness enhancement.
