
The economic sectors under the Ministry’s management account for approximately 17.23% of the nation’s GDP, a 0.17 percentage point increase compared to 2024. This contributes roughly 1.96 percentage points to GDP growth, playing a pivotal role in achieving a national economic growth rate exceeding 8% in 2025. This lays a solid foundation for the goal of double-digit growth in subsequent years.
This year, the construction sector completed and opened the entire North-South Expressway from Cao Bang to Ca Mau. Throughout 2025, the Ministry of Construction implemented and completed 53 projects (15 groundbreaking and 38 inauguration projects). Specifically, in the road sector, 13 projects were initiated, and 28 were inaugurated.
Numerous transportation projects, particularly those within the North-South Expressway component projects for the 2021-2025 period, have been completed ahead of schedule by 3-6 months, and some even by 8-9 months, such as Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Vung Ang-Bung, Bung-Van Ninh, and Van Phong-Nha Trang.
In 2025 alone, the Ministry of Construction and local authorities completed 1,491 km of highways, 456 km of national roads, and 251 km of coastal roads. Other significant projects are ongoing, including the Ca Mau-Cai Nuoc Expressway, horizontal axis expressways like Tan Phu-Bao Loc, Quy Nhon-Pleiku Expressway, and the Dat Mui-Hon Khoai Port road.
“By the end of 2025, we will complete 3,345 km of the main expressway route, 458 km of interchanges and access roads (totaling 3,803 km of highways), and 1,701 km of coastal roads. These are significant strides compared to previous years, reflecting the results of the ‘500-day campaign to complete 3,000 km of highways’ and the mobilization of all resources for expressway development. Other expressway projects are progressing according to schedule,” emphasized Deputy Minister Hung.
Identifying the promotion of public investment disbursement in 2025 as a top political task, the final year to implement the 5-year Socio-Economic Development Plan (2021-2025) and achieve the goals of the 13th Party Congress Resolution, the Ministry of Construction has focused on directing and urging the progress of key projects and works.
As one of the ministries and sectors allocated the most public investment capital (83,057 billion VND), with a large-scale infrastructure project portfolio and high progress requirements, the Ministry of Construction has disbursed 64,551 out of 83,057 billion VND, reaching 78.13% of the plan assigned by the Prime Minister.
“The Ministry of Construction is actively inspecting and settling completed volumes to strive to fulfill the plan assigned by the Prime Minister for 2025 (achieving at least 95%),” Deputy Minister Hung reported.

This recognition was bestowed upon LIZEN for its exceptional work on the Van Phong – Nha Trang section of the North-South Expressway.

Conquering Challenges: The 1,000-Day Journey on the Quang Ngai – Hoai Nhon Expressway
After more than 1,000 days of relentless effort, the Quang Ngai – Hoai Nhon Expressway project will officially open on December 19, 2025, completing eight months ahead of schedule. Beyond being a critical transportation infrastructure, this expressway serves as a vital link in the North-South Expressway network, playing a key role in achieving the national goal of 3,000 kilometers of highways connecting Lang Son to Ca Mau.
