On December 19th, the inauguration ceremony of the Quang Ngai – Hoai Nhon Expressway, the largest component project of the North-South Expressway, took place at the northern square of Binh De Tunnel (Quang Ngai). This is one of 234 projects and works celebrating the 14th National Congress of the Communist Party of Vietnam, with a total investment of over 3.4 million billion VND.
According to Deo Ca Group, after more than 1,000 days of overcoming challenges, the project was completed eight months ahead of schedule. At the ceremony, Mr. Nguyen Cong Hoang, Vice Chairman of Quang Ngai Provincial People’s Committee, acknowledged and praised the investor’s efforts, the close coordination of central ministries and agencies, and the decisive involvement of local authorities in compensation, site clearance, and construction, ensuring the project’s timely completion.
Provincial leaders also commended the dedication and innovation of contractors, engineers, and workers who braved difficulties, applied advanced technical solutions, including a new tunneling method, reducing construction time by eight months.
“The seamless collaboration between the investor, contractors, and local authorities demonstrates our shared commitment to bringing this project into service for the people,” Mr. Hoang affirmed.

At the ceremony, Mr. Ngo Truong Nam, CEO of Deo Ca Group, highlighted the contributions of 4,000 workers, engineers, and staff who dedicated themselves to the project over the years.
“They celebrated New Year’s Eve on construction sites, birthdays amidst machinery noise, and set aside homesickness to focus on the project. They endured harsh weather, tight deadlines, and prioritized responsibility, finding pride in the project’s success,” Mr. Nam said.
Deo Ca Group noted that the Quang Ngai – Hoai Nhon Expressway, launched by the Prime Minister on January 1, 2023, was initially scheduled for completion in September 2026. However, during a progress review, the Prime Minister directed completion by the end of 2025.
To achieve this, the Group mobilized 4,000 personnel, 1,750 pieces of equipment, and implemented 24/7 operations, including holidays. The project faced unprecedented challenges, including complex terrain, prolonged rainy seasons, and material shortages.
In addition to manpower, advanced technology and techniques were employed. Notably, Deo Ca Group innovated the traditional NATM tunneling method, creating the “Deo Ca NATM System,” applied to all three tunnels, doubling construction speed.
This innovation reduced the Binh De Tunnel construction time by eight months, significantly contributing to the early completion of the entire route.
The Quang Ngai – Hoai Nhon Expressway, with an investment of over 20.4 trillion VND, spans Quang Ngai and Gia Lai provinces. Managed by Project Management Unit 2 (Ministry of Construction), it is constructed by a consortium led by Deo Ca Group.
Among the 12 North-South Expressway projects (2021-2025), this 88km segment is the longest, largest, and most technically complex. It features three mountain tunnels totaling 4,500 meters, including the largest newly built tunnel, Binh De, along with 77 overpasses, 586 culverts, and 81 utility tunnels.
