According to the latest update from the Thai Binh 2 Thermal Power Plant (TPP) – a subsidiary of PetroVietnam Power Corporation (PV Power), at 8:07 AM on December 11, 2025, Thai Binh 2 TPP officially reached a milestone of generating 15 billion kWh of commercial electricity.
Currently, Thai Binh 2 TPP is striving to exceed its 2025 business and production targets. Achieving this 15 billion kWh milestone in just over two years of commercial operation is a testament to the exceptional efforts of the plant’s workforce, ensuring safe and efficient power generation.
As per the latest report from Thai Binh 2 TPP, despite the challenging conditions in 2025—where thermal power mobilization was low due to high water levels in hydropower plants, complex weather patterns, and lower annual temperatures—the plant has achieved remarkable results. In the first 10 months of 2025, the plant’s electricity output reached 5,353.97 million kWh, surpassing the base plan by 104%.
According to the December 2025 production plan, Thai Binh 2 TPP is expected to generate approximately 590 million kWh of commercial electricity. To date, the plant has already produced over 212 million kWh. It is projected that the plant’s total electricity output for 2025 will exceed the set target by approximately 5%.
Spanning 131.74 hectares, Thai Binh 2 TPP boasts a total power generation capacity of 1,200 MW, making it one of the largest projects in the Red River Delta. With a total investment of 41.799 trillion VND, the plant utilizes advanced subcritical condensing coal-fired technology, direct combustion boilers, and natural circulation systems, ensuring high efficiency, stability, safety, and compliance with both Vietnamese and international emission standards.
Recognized by experts for its eco-friendly design, the plant incorporates cutting-edge technologies to reduce NOx emissions, filter dust, remove SOx, and treat wastewater effectively.
Thai Binh 2 TPP is a government-backed project led by the Vietnam Oil and Gas Group (PVN), now known as the National Energy Group. PVN oversees project management and collaborates with the Vietnam Electricity Group (EVN) for distribution and operation, utilizing coal supplied by the Vietnam National Coal and Mineral Industries Group (TKV) for electricity production.
Construction of Thai Binh 2 TPP began on March 1, 2011. However, after nearly a decade of investment and installation efforts, the project faced significant challenges, leaving it incomplete and at risk of abandonment. Many construction and installation components were over 90% finished but could not be finalized.
In July 2021, the project experienced a revival after a prolonged stagnation. At its peak, over 1,000 workers were on-site day and night. On April 27, 2023, the plant was inaugurated and began commercial electricity generation, integrating into the national grid.
In 2024, the plant achieved a production milestone of over 6 billion kWh, exceeding the target by 9%. Revenue reached approximately 12.320 trillion VND, surpassing the goal by 13%, with a state budget contribution of 300 billion VND, 20% above the assigned plan.
