The Red River Scenic Boulevard project, hailed as a “mega-project” by experts, holds strategic significance for Hanoi and Vietnam as a whole. With a preliminary investment of approximately VND 855 trillion, this public-private partnership (PPP) spans 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge across 19 districts.
