Hundreds of projects are calling for investment in 2025, with 7 standing out as the most prominent, each exceeding 50 trillion VND in investment capital. To date, 2 of these projects have secured investors.

The project with the largest area and investment capital called for this year is the new Cam Lâm urban area in Khánh Hòa province. Spanning nearly 10,400 hectares, it is designed to accommodate approximately 584,364 residents. The project includes 58,576 villas and townhouses, 9,821 apartments, 58,574 land plots for villas and townhouses, 33,052 social housing units, and a 36-hole golf course.

The total investment is estimated at over 285 trillion VND, including 25 trillion VND for compensation and resettlement support. The project is scheduled to run from 2025 to 2037.

The investor is a consortium comprising Vinhomes JSC, Phat Dat Real Estate Development LLC, Truong Loc Real Estate Development LLC, Green Urban Construction and Trade JSC, and Phu Tho Land JSC.

Van Don’s 52 Trillion VND Integrated Tourism Complex

Following closely is the high-end integrated tourism complex in the Van Don Economic Zone, covering nearly 244.5 hectares in the Van Don Special Zone. With a total investment of 51.6 trillion VND, the selected investor is Van Don Sun JSC.

The project is set to be completed within 9 years, with a 70-year operational period from the date the investor receives approval. The Prime Minister approved the investment policy on June 27, 2025, and the project is expected to break ground on December 19, 2025, in celebration of the 14th Party Congress.

This complex will feature high-end entertainment and tourism, international-standard events, and world-class attractions, including a casino, real estate, tourism services, hotels, resorts, commercial centers, offices, sports facilities, and wellness centers.

Casino operations and pilot programs allowing Vietnamese citizens to gamble will only proceed once all legal conditions are met, as per casino business regulations and related laws.

Project Overview

Phu Tho’s 103 Trillion VND Eco-Urban Complex

With the second-largest investment capital after Cam Lâm, Phu Tho Province announced in late 2025 the call for investment in the Phu Tho Eco-Urban Complex. Located near the Sau Vo Lake area, the project covers nearly 1,625 hectares across Vinh Yen Ward and four communes: Binh Nguyen, Yen Lac, Xuan Lang, and Nguyet Duc.

The development includes 12,600 townhouses, 11,308 villas, and 14,395 apartments, along with commercial facilities for culture, tourism, sports, offices, and other properties available for sale, lease, or rent to domestic and international entities.

The total investment exceeds 102.8 trillion VND, with a 9-year implementation period from the date the investor receives land use rights.

Ho Chi Minh City’s 144 Trillion VND Mega Urban Projects

Among the 8 projects called for investment by the former Binh Duong Province’s Department of Finance in Q3/2025, the Tan An 1B and 1A new urban areas stand out with investments of 75.6 trillion VND and 68.6 trillion VND, respectively. Tan An 1B spans 237.73 hectares, while Tan An 1A covers 274.71 hectares.

Both projects feature mixed-use apartments, social housing, townhouses for sale or rent, educational institutions (middle schools, elementary schools, kindergartens), healthcare facilities, green parks, and urban infrastructure.

Each project has a 3-year implementation period from the investor selection approval, followed by a 9-year construction phase after land handover.

8 Projects Called for Investment in Former Binh Duong Province

Thermal Power Plants in Thanh Hoa and Khanh Hoa

Amid numerous urban projects, the Nghi Son (Thanh Hoa) and Ca Na (former Ninh Thuan, now Khanh Hoa) thermal power plants stand out as unique investments for the year.

The Nghi Son project, with a total investment of over 57.5 trillion VND and a 1,500 MW capacity, is located in Hai Ha Commune, Nghi Son Town, covering nearly 68 hectares. It includes a combined cycle gas turbine complex, a 1.2 million ton/year LNG regasification terminal, LNG storage, and an LNG import port.

Part of the national power plan, the plant is expected to operate before 2030. The first tender in July 2024 was halted to update regulations under the 2023 Procurement Law and Decree 115/2024/ND-CP. The second tender, issued in April 2025 with a June 10, 2025 deadline, was extended twice to June 19 and July 17 due to a lack of bidders. Ultimately, the Nghi Son Economic Zone Management Board canceled the tender.

The Ca Na project involves a 1,500 MW combined cycle gas turbine power plant using LNG, an LNG storage and regasification system with a 1-1.2 million ton/year port capacity, a 220,000 m³ storage tank, and an LNG import port. It will cover 28.06 hectares of land and 111.7 hectares of water.

During the Ca Na tender, only one bidder, the Trung Nam – Sideros River consortium, submitted a bid with an electricity price of 3,294 VND/kWh (12.83 cents/kWh at an exchange rate of 25,670 VND/USD).

Hanoi Approves Two 1.8 Million Trillion VND Landmark Projects

Though not yet officially open for investment, the Hanoi Party Committee approved in late 2025 the investment policy for the Olympic Sports Urban Area in southern Hanoi and the Hong River Landscape Avenue project.

The Olympic Sports Urban Area will be a modern, integrated sports and urban complex, enabling Hanoi to host major regional and international events like the Asian Games (ASIAD) and the Olympics. Covering approximately 9,171 hectares across 12 southern communes, it will be divided into four functional zones (A, B, C, D), focusing on sports urban development, services, and international-standard sports complexes.

With a preliminary investment of nearly 926 trillion VND, the project aims to accommodate around 751,000 residents. The sports complex and stadium are slated for completion by Q2/2030, with the entire project finishing by 2035.

Olympic Sports Urban Area Rendering

The Hong River Landscape Avenue project spans approximately 11,000 hectares from Hong Ha Bridge to Me So Bridge, across 19 communes and wards. It includes an 80 km traffic avenue, a 3,300-hectare landscape and entertainment park, and a 2,100-hectare urban redevelopment area.

Organized into multiple components on both riverbanks, with a metro line and resettlement urban areas, the project has a preliminary investment of around 855 trillion VND and is expected to complete by 2030.
