Ho Chi Minh City People’s Council to Convene Special Session: Finalizing New Land Price Table and Paving the Way for New Special Mechanisms

On December 26th, the Ho Chi Minh City People's Council will convene a special session to review 27 critical agenda items. Among these, the inaugural land price table for Ho Chi Minh City, effective from January 1, 2026, will be a key focus.

The 10th Ho Chi Minh City People’s Council (term 2021-2026) has announced that its 7th session (specialized session) will take place on the afternoon of December 26th at the Ba Ria – Vung Tau Convention Center.

During this session, the Ho Chi Minh City People’s Council is expected to review and approve 27 agenda items. These include 14 normative legal resolutions and drafts, and 13 specific resolutions and drafts.

Among the normative legal resolutions and drafts, notable are the submissions aimed at concretizing Resolution 260/2025/QH15, which replaces Resolution 98/2023/QH15 on piloting special mechanisms for the city’s development.

Specifically, these include managing the distribution and percentage share between the central and local budgets from the exploitation of land funds in TOD areas (as per point c, clause 2, Article 1 of Resolution 260); and outlining procedures for establishing, expanding, and adjusting the boundaries of the Free Trade Zone (Article 7 of Resolution 98, amended and supplemented by clause 5, Article 1 of Resolution 260).

Additionally, regulations will be set for the content, cost norms, unit prices, procedures, and dossier components for the establishment, appraisal, and approval of the City’s Master Plan, as outlined in points a and c of clause 2, Article 6 of Resolution 98, amended and supplemented by point a, clause 3 of Resolution 260.

This group also includes a submission on the construction of the Land Price List for the first time in Ho Chi Minh City, effective from January 1, 2026.

In the group of specific resolutions and drafts, a key focus is the implementation of Resolution 260. Additionally, there is a submission regarding the Upgrade and Expansion Project of Vinh Loc Road (from Tran Van Giau Street to Road No. 2A – Vinh Loc Industrial Park).

Other important projects include the investment policy for the construction of a new Trauma Hospital (300 beds at the Tan Kien Medical Cluster, Binh Chanh); and the investment policy for the construction of a 500-bed Practical General Hospital under the Pham Ngoc Thach University of Medicine (Phase 1).

Approval is also sought for the implementation of three connectivity projects between Ho Chi Minh City and Dong Nai Province; adjustments and additions to new railway projects within the city to the Appendix of Resolution 188/2025/QH15 based on development needs; and the adoption of the List of Land Plots for Pilot Projects in Ho Chi Minh City for 2025 (3rd batch) under National Assembly Resolution 171/2024/QH15.
