The draft Circular regulating fees, fee collection methods, payment, and exemptions for vehicle registration and license plates consists of 8 Articles, including: Article 1 on scope and subjects of application; Article 2 on fee payers; Article 3 on fee collectors; Article 4 on definitions; Article 5 on fee rates; Article 6 on fee exemptions; Article 7 on fee declaration, collection, and payment; and Article 8 on implementation.

This draft Circular applies to fee payers, fee collectors, and other organizations and individuals involved in the collection, payment, and exemption of vehicle registration and license plate fees. Specifically, Article 3 of the draft Circular details the organization of fee collection.

Competent State Agencies for Issuing Vehicle Registration Certificates and License Plates

Competent state agencies responsible for issuing vehicle registration certificates and license plates, as per legal regulations, are the designated fee collectors under this Circular.

The areas specified in this Circular are determined by administrative boundaries, as follows:

Area I includes: Hanoi and Ho Chi Minh City, encompassing all wards and communes under the city’s jurisdiction, regardless of whether they are in the inner or outer districts, excluding special administrative units under provincial authority.

Area II includes: Special administrative units under provincial authority in Area I and other provinces and centrally governed cities outside Area I, as specified in point a of this Clause.

Initial issuance of registration certificates and license plates refers to the issuance of registration certificates and license plates for vehicles registered for the first time in Vietnam (including used vehicles, vehicles previously registered abroad, confiscated vehicles, and vehicles with established public ownership), as per regulations by the Ministry of Public Security.

Replacement of registration certificates and license plates includes:

– Issuance of registration certificates and license plates for cases of name change registration and vehicle relocation, as per Ministry of Public Security regulations.

– Replacement and re-issuance of registration certificates and license plates, as per Ministry of Public Security regulations.

– Issuance of registration certificates and license plates for vehicles already registered in Vietnam, not covered under points a and b of this Clause, as per Ministry of Public Security regulations.”

Fee Rates

Reduction in Fees for Issuing Vehicle Registration Certificates and License Plates

The fee rates outlined in Circular No. 60/2023/TT-BTC have been amended and supplemented by Circular No. 71/2025/TT-BTC.

In Official Dispatch No. 4800/BCA-H01 dated October 24, 2025, the Ministry of Public Security proposed a 30% reduction in fees for issuing vehicle registration certificates under Clause 5, Article 1 of Circular No. 71/2025/TT-BTC (compared to current rates), while fees for license plate replacement remain unchanged.

Based on the proposal in Official Dispatch No. 4800/BCA-H01 from the Ministry of Public Security, the draft Circular suggests a 30% reduction in fees for vehicle registration and license plate issuance under Clauses 1 and 2 of Article 5, compared to current rates in Circular No. 60/2023/TT-BTC (excluding license plate replacement fees), as follows:

Individuals residing in a specific area pay fees for vehicle registration certificates and license plates according to the rates of that area.

Organizations and individuals with headquarters or residences in a specific area pay fees for vehicle registration certificates and license plates according to the rates applicable to that area.

Organizations and individuals winning license plate auctions pay fees for vehicle registration certificates and license plates according to the rates of the area where they choose to register and obtain the auctioned license plates, as per legal regulations on vehicle and license plate registration.

For police vehicles used for security purposes registered in Area I or at the Traffic Police Department, Ministry of Public Security, the fee rates of Area I apply.

The value of motorcycles used as the basis for fee calculation is the before-tax value at the time of registration.”/.
