Unveiling the Key Leadership Appointments for the 2026-2031 Term: Central Committee’s Unified Decision on Party and State Personnel

The Central Executive Committee has unanimously approved a report on Party personnel affairs to be presented at the 14th National Party Congress. They also voted (with a high degree of consensus) to endorse candidates for the 14th Central Executive Committee, as well as nominees for the Politburo, Secretariat, and key Party and State leadership positions for the 2026-2031 term. These endorsements will be submitted to the 14th National Party Congress for consideration, decision-making, and elections in accordance with Party regulations and statutes.

After two days of intensive work, the 15th Plenary Session of the 13th Central Committee of the Communist Party of Vietnam successfully completed its entire agenda with high unity, quality, and concluded on the morning of December 23.

A culmination of persistent and continuous efforts

On behalf of the Politburo and the Secretariat, General Secretary Tô Lâm stated in his closing remarks that the Central Committee unanimously acknowledged: The nearly 100-year history of the Communist Party of Vietnam leading the Vietnamese Revolution has achieved great, historically significant accomplishments.

The implementation of the 1991 Platform and the amended and supplemented 2011 Platform for the transition to socialism has affirmed the correctness, creativity, and suitability of the Party’s renewal policies. The path to socialism in our country aligns with Vietnam’s practical needs and the global trend. The 40 years of renewal, including the notable contributions of the 13th National Congress term, are the result of persistent, continuous, and determined efforts—a product of the spirit and will of the nation, the Party, the State, and the people. Through this, we have drawn valuable lessons with high theoretical significance, providing practical guidance for our nation’s revolutionary cause in the new era.

The Party Central Committee expressed gratitude for the companionship, consensus, and contributions of Party members, officials, soldiers, and the people regarding the Party’s policies and resolutions.

Creating new potential, momentum, and development space for the nation

The Central Committee recognized that throughout the 13th National Congress term, the global and regional situation has been in constant flux, with many uncertainties posing significant challenges. Pandemics, natural disasters, climate change, geopolitical and geo-economic issues, and other socio-economic difficulties have arisen consecutively. However, the Party Central Committee, the Politburo, and the Secretariat have remained united, steadfast, and creative, demonstrating exceptional determination and effort. They have issued contemporary and breakthrough policies and strategic decisions to lead the nation in achieving all the goals, targets, and plans set by the 13th National Congress. This has created new potential, momentum, and development space for the nation in the new era. In all circumstances, we must uphold the spirit of strategic autonomy, self-reliance, and national resilience.

According to General Secretary Tô Lâm, the Central Committee engaged in lively and thorough discussions, unanimously approving the Draft Report of the 13th Central Committee on documents submitted to the 14th National Congress, particularly the Political Report and the Action Program to implement the 14th National Congress resolutions.

The Central Committee identified three strategic breakthroughs for the new revolutionary phase: (1) Strong institutional reforms for development; enhanced decentralization; advancements in science, technology, innovation, and digital transformation; and the development of new production capacities and business models. (2) Focus on restructuring and improving the quality of human resources; developing high-quality human resources and talent; and innovating personnel work to encourage and protect dynamic, creative, and responsible officials. (3) Comprehensive and robust development of socio-economic infrastructure, especially transportation, technology, and energy infrastructure.

Additionally, efforts will be made to implement six key tasks: (1) Building a clean, strong, and comprehensive Party and political system; enhancing the Party’s leadership and combat strength. (2) Developing a comprehensive institutional framework, focusing on legal systems and policies. (3) Advancing a socialist-oriented market economy; improving state-owned enterprises; developing the private sector; and establishing a new growth model, restructuring the economy, and promoting industrialization and modernization. (4) Focusing on breakthroughs in science, technology, innovation, and digital transformation to create a foundation for modern production forces and efficient methods. (5) Developing human resources and culture as intrinsic strengths and powerful drivers for rapid and sustainable national development. (6) Strengthening national defense, security, and foreign affairs. Building a revolutionary, regular, elite, and modern People’s Army and People’s Public Security; and implementing a comprehensive and high-level foreign strategy.

The Central Committee unanimously approved the personnel report for the 14th National Congress and voted with a high consensus on the nominees for the 14th Central Committee, the Politburo, the Secretariat, and key Party and State leadership positions for the 2026-2031 term. These will be submitted to the 14th National Congress for consideration, decision, and election according to Party regulations.

The Central Committee thoroughly discussed preparations for the successful 14th National Congress, including the Congress’s working regulations, election rules, and the report on inspection and supervision during the 13th term. They approved the proposed lists for the Presidium, Secretariat, Credentials Committee, and Vote Counting Committee of the 14th National Congress. The Central Committee endorsed the submissions and reports presented by the Politburo and the Secretariat, tasking the Politburo with further refining preparations for the successful 14th National Congress.

“The Central Committee commends and applauds the members of the 14th National Congress subcommittees for their dedication, perseverance, and timely completion of tasks with high quality. We urge continued efforts to ensure the success of the 14th National Congress,” stated General Secretary Tô Lâm.

Emphasizing that the 14th National Congress is a significant political event for the Party and the nation, a historic milestone in the Hồ Chí Minh era, marking the convergence of the nation’s thousand-year cultural heritage with the new era, General Secretary Tô Lâm noted that officials, Party members, and the people are closely following and eagerly anticipating the Congress’s success. He urged Central Committee members and all Party members to uphold their spirit and responsibility, seriously implement the resolutions of the 15th Plenary Session, and focus on regular tasks. They should urgently complete the remaining organizational work to ensure the 14th National Congress succeeds as planned.
