On December 23, the People’s Committee of Hoa Xuan Ward, Da Nang City, addressed residents’ concerns regarding recent house vibrations, suspected to be caused by large-scale construction activities along Nguyen Phuoc Lan Street, near Hoa Xuan Bridge.

Hoa Xuan Ward authorities inspect construction projects on Nguyen Phuoc Lan Street
Previously, residents of Con Dau 23 Street reported frequent vibrations since the commencement of a project involving four buildings near Hoa Xuan Bridge. The vibrations are most noticeable in the evenings and at night, particularly on the third floor, affecting household items.
“Notably, on December 10, drilling and excavation activities continued from 6 PM to 7 PM. On other days, construction extended from late at night until dawn, raising concerns about potential damage to homes, property, and daily life,” residents stated.
Upon receiving these reports, the Hoa Xuan Ward People’s Committee directed the Ward Public Service Supply Center to investigate and address the issue. After monitoring and compiling resident feedback (including reports via Da Nang City’s 1022 hotline), authorities identified four Level II construction projects underway on Nguyen Phuoc Lan Street, causing noise pollution, vibrations, and unauthorized after-hours work.
The four projects are located at: the intersection of Nguyen Phuoc Lan – Nguyen Van Thong – Nguyen Mau Tai; the intersection of Nguyen Phuoc Lan – Giang Huong 2 – Ngo Huy Dien; and two sites along Nguyen Phuoc Lan – 29th March Street.
During construction, these projects have been criticized for generating excessive noise, especially during pile driving, causing vibrations that may compromise adjacent residential structures, and operating outside permitted hours, disrupting residents’ daily routines.
The Hoa Xuan Ward People’s Committee emphasized that large-scale construction involving noisy machinery, if not closely monitored, could negatively impact residents’ lives, pose safety risks to nearby structures, and lead to prolonged complaints.
To address these issues, the Ward plans to establish an inter-sectoral inspection team to evaluate compliance with construction regulations for the four projects on Nguyen Phuoc Lan Street. The inspection will focus on legal documents, construction permits, work hours, noise and vibration mitigation measures, environmental protection, and safety for adjacent residential areas.
Additionally, the Hoa Xuan Ward People’s Committee has mandated that developers and contractors adhere strictly to designated work hours, implement effective noise and vibration reduction measures, and take full responsibility for repairing any damage caused to neighboring properties or residents’ belongings.
