The Ho Chi Minh City People’s Committee has submitted a proposal to the Standing Board of the Party Committee of the Ho Chi Minh City People’s Committee, suggesting the City Council issue a resolution. This resolution would designate the Ho Chi Minh City People’s Committee as the authorized agency to execute the Thu Thiem – Long Thanh metro project under a public-private partnership (PPP) model.
The Ho Chi Minh City People’s Committee recommends that the Standing Board of the Party Committee report to the City Party Committee for approval of the principle that the Ho Chi Minh City People’s Committee will be the authorized agency for the project. They also seek approval to submit the proposal to the City Council.
42 km Metro Line with 20 Stations
The Thu Thiem – Long Thanh railway spans 42 km, featuring 20 stations and 1 depot. The route begins at Thu Thiem Station (An Khanh Ward, Ho Chi Minh City) and ends at Long Thanh Airport (Long Thanh Commune, Dong Nai Province).
The Thu Thiem – Long Thanh metro is implemented under the PPP model.
The preliminary total investment is approximately VND 84,753 billion, including VND 5,504 billion for compensation, support, and resettlement. The project is scheduled to run from 2025 to 2031.
According to the Ho Chi Minh City People’s Committee, Long Thanh Airport is expected to begin commercial operations in mid-2026. However, the current transportation system connecting the airport to Ho Chi Minh City’s center is limited.
Therefore, the Thu Thiem – Long Thanh metro has been identified as a priority investment project by the Steering Committee for Key National Railway Projects.
More Than Just a Metro: Regional Connectivity
This metro line is considered a strategic connection between Ho Chi Minh City and Dong Nai, reducing travel time and enhancing connectivity between Tan Son Nhat and Long Thanh airports. It will cater to the travel needs of experts and investors working at the future International Financial Center in Ho Chi Minh City.
Legal Basis for the Proposal
Under Decree 243/2025 of the Government, for PPP projects managed by multiple authorities requiring state capital, provincial People’s Committees must report to the Provincial People’s Council before designating a lead agency.
Simultaneously, the synchronized investment and operation of Metro Line 2 (Ben Thanh – Tham Luong and Ben Thanh – Thu Thiem sections) alongside the Thu Thiem – Long Thanh railway are essential.
Moreover, completing the urban railway system will enable Ho Chi Minh City to unlock new development spaces, rebuild urban areas sustainably, and achieve its goal of becoming a regional and international administrative hub.
