The Ministry of Finance is seeking public input on a draft Circular outlining fees, collection methods, submission, and exemptions for vehicle registration and license plate issuance.

In the draft, the Ministry proposes a 30% reduction in current vehicle registration and license plate fees.

Previously, the Ministry of Public Security proposed a 30% reduction in vehicle registration and license plate fees (excluding license plate replacement fees) as per Article 5, clauses 1 and 2.

The draft specifies that organizations and individuals must pay registration and license plate fees based on their registered address or residence area.

Areas are defined by administrative boundaries. Area I includes Hanoi and Ho Chi Minh City, covering all affiliated wards and communes, regardless of inner or outer city status, excluding special economic zones under provincial jurisdiction.

Area II includes special economic zones under provincial jurisdiction in Area I and other centrally governed provinces and cities outside Area I.

Auction winners for vehicle license plates pay fees based on the area where they choose to register the vehicle, as per vehicle registration laws.

Police-owned vehicles registered in Area I or with the Traffic Police Department, Ministry of Public Security, are subject to Area I fees.

Motorcycle value for fee calculation is based on the special consumption tax value at registration.
