During this period, regulatory authorities continued to neither allocate nor utilize the price stabilization fund for petroleum products.

According to the Ministry of Industry and Trade, the global petroleum market during this adjustment period (December 18–24) was influenced by key factors such as: the prospective peace agreement between Russia and Ukraine; heightened tensions between the U.S. and Venezuela, with the U.S. blocking Venezuelan oil tankers; and the ongoing military conflict between Russia and Ukraine, where both sides persist in targeting each other’s energy infrastructure.

These factors have led to fluctuating global petroleum prices, varying across different products.

The average global prices of petroleum products between the December 18 and December 25 adjustments were: $73.424/barrel for RON92 gasoline (used to blend E5 RON92, down $2.888/barrel); $74.370/barrel for RON95 gasoline (down $3.160/barrel); $81.908/barrel for kerosene (down $1.288/barrel); $79.794/barrel for diesel (down $1.234/barrel); and $342.774/ton for mazut oil (up $7.790/ton).

Since the beginning of the year, domestic gasoline prices have undergone 49 adjustments: 23 decreases, 20 increases, and 6 mixed adjustments.

Most recently, on December 18, E5 RON92 gasoline decreased by 376 VND/liter, capping at 19,239 VND/liter. RON95 gasoline dropped by 462 VND/liter, reaching a maximum of 19,620 VND/liter.

Diesel prices fell by 678 VND/liter, staying below 17,476 VND/liter. Kerosene decreased by 704 VND/liter, not exceeding 17,937 VND/liter. Mazut oil dropped by 233 VND/kg, capping at 13,160 VND/kg.
