On December 25th, a representative from the Hanoi Administrative Procedure Center announced that, in accordance with the conclusions of the Hanoi Party Committee’s Steering Committee 57, the Center has spearheaded a rigorous and systematic restructuring of administrative procedures in collaboration with various departments and agencies.

As of December 23rd, Hanoi has successfully developed and approved restructuring plans for 293 administrative procedures, surpassing the assigned target. These procedures are essential, with a high volume of applications, and directly impact citizens’ lives and business operations.
According to the Hanoi Administrative Procedure Center’s report, prior to restructuring, Hanoi had announced 767 administrative procedures eligible for full online public services, accounting for approximately 35%. However, many procedures remained “paper-based” in practice. Citizens still had to make multiple trips, submit physical documents, authenticate copies, and verify information in person, undermining the effectiveness of digital transformation.
“This restructuring focuses on addressing root causes of bottlenecks in processes, data, and legal requirements. Instead of merely digitizing files, Hanoi is redesigning business processes with data at the core, fundamentally changing how public services are delivered,” said Mr. Cù Ngọc Trang, Director of the Hanoi Administrative Procedure Center.
The most significant outcome is the reduction in compliance costs for the 293 procedures from over 2.306 trillion VND to approximately 654 billion VND annually, saving 1.652 trillion VND, a 71% decrease for society.
Additionally, 72 types of document components have been eliminated or replaced with electronic data. Ninety-five procedures have shifted from requiring certified copies to standard copies due to lower legal risks.
The restructuring has also saved citizens and businesses over 15 million hours of travel time annually. Many procedures can now be completed entirely online from home, truly achieving end-to-end digital services, rather than just online submissions followed by in-person visits.
According to the Hanoi Administrative Procedure Center, this process has identified 23 national and specialized databases requiring integration, laying the foundation for the “declare once, use many times” principle, which supports long-term digital governance and smart city development.
Administrative reforms are shifting state management from pre-approval and paper-based systems to data-driven, post-approval, and legally accountable systems. This significantly reduces pressure on one-stop service departments and enhances operational efficiency and inter-agency coordination.
