Following extensive research, the Ministry of Construction has provided the following update:
The high-speed rail project along the North-South axis was approved by the National Assembly in Resolution No. 172/2024/QH15 on November 30, 2024. Subsequently, the Government issued Resolution No. 106/NQ-CP on April 23, 2025, to implement the National Assembly’s Resolution No. 172/2024/QH15.
To expedite the project’s progress, the Ministry of Construction has directed the Railway Project Management Unit (the investor) to collaborate with local authorities and Vietnam Electricity Group in compensation, support, and resettlement efforts.
Recently, 12 out of 15 localities commenced construction of resettlement areas on August 19, 2025. Vietnam Electricity Corporation has instructed all 15 local power companies and 4 regional power transmission companies to survey, enumerate, and assess intersections with the project, formulating preliminary plans to relocate affected electrical infrastructure.
Concurrently, the Railway Project Management Unit is selecting consultants for various tenders, including project management consulting, bomb disposal, and environmental impact assessments.
The Government has proposed additional mechanisms and policies for the North-South high-speed rail project to the National Assembly during its 10th session. The Assembly approved the policy to “Allow the separation of compensation, support, and resettlement activities into independent projects, with funding allocated from the central and local budgets.”
Localities, relevant agencies, competent authorities, and organizations involved in investment decisions will implement these resettlement projects without requiring separate investment approval. Based on actual conditions, the Government will provide detailed guidance on this regulation.
Following the National Assembly’s Resolution, the Ministry of Construction will advise the Government on implementation guidelines in January 2026.
Additionally, the Prime Minister, as Chair of the Steering Committee for Key Transport Projects, regularly convenes meetings to oversee progress, address challenges, and ensure the timely execution of critical national railway projects.
The Railway Project Management Unit is currently processing consultant selection procedures to facilitate the preparation of the project’s feasibility study report.
Upon completion of the feasibility study and approval of the alignment, station locations, and depot sites by competent authorities, the investor will promptly initiate land acquisition boundary documentation, stake demarcation, and handover to local authorities as required.
