End of Reduced ID Card Fees from January 1, 2026

Starting January 1, 2026, citizens will no longer benefit from the 50% reduction in fees for ID card issuance, renewal, or replacement. This change is outlined in Circular 64/2025/TT-BTC issued by the Ministry of Finance, which addresses fee adjustments and exemptions to support individuals and businesses during a specified period.

According to Circular 64/2025/TT-BTC, the 50% fee reduction for ID card services applies only from July 1, 2025, to December 31, 2025. During this period, fees are halved compared to those stipulated in Circular 73/2024/TT-BTC by the Ministry of Finance.

From January 1, 2026, ID card fees will revert to the original rates as per Circular 73/2024/TT-BTC. This means individuals who fail to complete their ID card procedures in 2025 will not qualify for the 50% discount and must pay the full fee as mandated.

Authorities urge citizens to proactively check their ID card status and complete renewal or replacement procedures during the discounted period to avoid higher costs in 2026.

Who Must Renew Their ID Cards in 2026

Under the 2023 Identification Law, several citizen categories are required to renew or replace their ID cards in 2026. These include:

Individuals turning 60 will receive a lifetime ID card upon renewal, unless it is lost, damaged, or requires personal information updates. Additionally, ID cards with expiration dates in 2026 must be renewed.

The law also mandates that citizens holding 9-digit or 12-digit ID cards must transition to the new ID card format in 2026. However, if a citizen has already renewed their card within two years of reaching a milestone age, the card remains valid until the next milestone.

Beyond mandatory cases, citizens may voluntarily renew their ID cards for changes in personal details such as name, date of birth, appearance due to cosmetic surgery, gender transition, or changes in residence due to administrative reorganizations. Cards that are lost, damaged, or contain inaccurate information must also be reissued as per legal requirements.
