Effective July 1, 2026, Vietnam’s revised Exit and Entry Law introduces three additional scenarios where passports may be revoked or canceled. Citizens should take note of these significant changes.
According to Tuoi Tre, the National Assembly has approved amendments to ten laws related to security and order, effective from July 1, 2026. Among these, the Exit and Entry Law for Vietnamese Citizens includes notable updates, particularly regarding passport revocation and cancellation.
The revised law adds three new cases where passports may be revoked or canceled:
– First, cancellation of a valid ordinary passport if a new ordinary passport has been issued to the same citizen.
– Second, revocation or cancellation of a passport issued with incorrect information.
– Third, cancellation of a passport belonging to an individual who is a fugitive from justice.

Prior to the amendments, the law outlined four scenarios for passport revocation or cancellation:
– Cancellation of a valid passport if lost, or if the passport remains unclaimed 12 months after the scheduled pickup date without written notification.
– Revocation or cancellation of a passport for individuals who have renounced Vietnamese citizenship, been stripped of it, or had their naturalization decision annulled.
– Revocation or cancellation of a valid diplomatic or official passport if the holder no longer qualifies for such passport types.
– Revocation or cancellation of a passport issued to an individual serving an administrative penalty for violations of exit and entry regulations under the respective law provisions.
With the addition of these new cases, the total number of scenarios leading to passport revocation or cancellation has significantly expanded. Citizens are advised to thoroughly review legal provisions, carefully verify passport details upon issuance, and promptly initiate renewal procedures for any changes or errors. This is particularly crucial as international travel, tourism, and work opportunities continue to rise.
A clear understanding of these new regulations will help citizens avoid unnecessary complications during exit procedures and ensure their rights and travel plans remain secure from 2026 onward.
