The Ho Chi Minh City People’s Committee has submitted a supplementary report to the City People’s Council regarding the issuance of a resolution establishing land price schedules, effective from January 1, 2026, across the city.
Agricultural Land Prices “Rebound”
Accordingly, the price of agricultural land for annual crops in Zone I is 1.2 million VND/m² (Position 1), 960,000 VND/m² (Position 2), and 770,000 VND (Position 3).

Agricultural land prices in Ho Chi Minh City are projected to rise significantly.
The highest price for agricultural land for annual crops according to the land price schedule adjusted by Decision 79/2024 is 685,000 VND/m².
In Zone II, the highest price is 1 million VND/m², and the lowest is 640,000 VND/m².
In Zone III, the highest is 700,000 VND/m², and the lowest is 450,000 VND/m².
In Zone IV, the highest is 480,000 VND/m², and the lowest is 300,000 VND/m².
For agricultural land with perennial crops, Zone I has the highest price at 1.44 million VND/m² and the lowest at 920,000 VND/m².
The highest price for agricultural land with perennial crops according to the land price schedule adjusted by Decision 79/2024 is 810,000 VND/m².
In Zone II, the highest price is 1.2 million VND/m², and the lowest is 770,000 VND/m².
In Zone III, the highest is 840,000 VND/m², and the lowest is 540,000 VND/m².
In Zone IV, the highest is 580,000 VND/m², and the lowest is 370,000 VND/m².
Notably, this submission significantly adjusts agricultural land prices compared to the previous submission 1099/TTr-UBND by the Ho Chi Minh City People’s Committee.
Specifically, the highest price for agricultural land for annual crops was 500,000 VND/m², and the lowest was 164,000 VND/m².
The highest price for agricultural land with perennial crops was 625,000 VND/m², and the lowest was 205,000 VND/m².
Incorporating Feedback and Adjustments
The Ho Chi Minh City People’s Committee has incorporated feedback from the Economic and Budget Committee, adjusting agricultural land prices in the supplementary report numbered 1099/TTr-UBND dated December 18, submitted to the City People’s Council for consideration and approval at the seventh session on December 26.
According to the Ho Chi Minh City People’s Committee, reducing agricultural land prices positively impacts those using agricultural land for production.
However, following feedback from the Economic and Budget Committee, the Department of Agriculture and Environment further reviewed and reassessed the adjustments to agricultural land prices across zones.
This revealed that the land price schedule has broad applicability and significantly impacts various groups. While it benefits those using agricultural land for production, it negatively affects land compensation and clearance efforts.
