According to feedback from voters in Ninh Binh province, the areas of Tien Son ward and surrounding localities are currently home to numerous industrial zones, urban developments, and key transportation projects. As Ninh Binh accelerates its industrial and service sector growth, along with regional connectivity, voters urge relevant ministries and agencies to promptly address and expedite major infrastructure projects. This will ensure a synchronized transportation network and maximize investment efficiency.
Notably, the focus is on strategic projects deemed crucial for the region’s long-term development. These include the Ninh Binh International Airport, the Ninh Co deep-sea port, the North-South high-speed railway, and the eastern bypass road of the Cau Gie – Ninh Binh Expressway.
Voters also propose the early delineation of the high-speed railway route to facilitate land clearance and resettlement efforts. Additionally, adjustments to the bypass road’s alignment are suggested to prevent overlaps and enhance feasibility during implementation.
After reviewing the proposals, the Ministry of Construction noted that, according to the 2021-2030 master plan for airport development (with a vision to 2050), no airport is currently planned for Ninh Binh. However, the Ministry cited the Prime Minister’s directive, which allows the Ninh Binh People’s Committee to proactively develop an airport planning proposal if necessary. This proposal should be submitted to the Ministry of Construction for consolidation, review, and submission to the Prime Minister for consideration once conditions are met.
Based on this, the Ministry of Construction requests the Ninh Binh National Assembly Delegation to advise the provincial People’s Committee to initiate a feasibility study for the airport project. The study should clarify actual demand, implementation conditions, socio-economic benefits, environmental impacts, and strategies for maximizing non-state capital mobilization before submission to competent authorities for approval.
Regarding the Ninh Co deep-sea port, the Ministry of Construction stated that approved maritime port plans designate this area for the development of general cargo terminals to serve the Ninh Co Economic Zone when needed. The Ministry is currently seeking input from relevant agencies on the adjusted detailed planning for the Nam Dinh port cluster and its land and water areas (now part of Ninh Binh). This will provide a foundation for the province to attract investment and approve the port project in the near future.
For the North-South high-speed railway, the Ministry of Construction is directing the Railway Project Management Unit to finalize investment preparation procedures, aiming for a December 2026 groundbreaking. Preliminary land clearance boundaries have been provided to the Ninh Binh People’s Committee to facilitate local planning and implementation as per the Prime Minister’s instructions.
As for the eastern bypass road of the Cau Gie – Ninh Binh Expressway, the Ministry of Construction confirms its classification as a provincial road under the approved planning. The Ninh Binh People’s Committee is urged to proactively invest in and adjust the road’s alignment to avoid conflicts with other projects.
According to the feasibility study for the Ninh Binh International Airport, conducted by the provincial People’s Committee, the airport is planned to cover approximately 664 hectares, featuring two runways capable of accommodating wide-body aircraft like the Boeing 787 and Airbus A350. The project will meet ICAO’s 4E airport standards, with an expected capacity of 5 million passengers annually by 2030 and 10 million by 2050.
The total investment is estimated at VND 23,216 billion, to be implemented through a public-private partnership (PPP) model to reduce pressure on the state budget. If approved, construction could begin in 2027, with operations commencing two years later.
Previously, Xuan Truong Construction Enterprise, led by businessman Nguyen Van Truong, proposed investing in and developing an international airport in Y Yen district (formerly part of Nam Dinh province) or another location selected by the Ministry of Construction. The project would be funded by Ninh Binh’s provincial budget and private sector contributions, without central government funds.
In its early July report to the Government, the Ministry of Construction expressed support for the company’s proposal. It also recommended that the competent authorities direct the Ninh Binh People’s Committee to prepare a feasibility study for the airport project, to be submitted to the Ministry of Construction for review and subsequent reporting to the Prime Minister.
