Long Thành, Thu Thiem, and Four Metro Lines in Ho Chi Minh City Added to Special Investment List

Ho Chi Minh City (HCMC) is the authorized body responsible for executing the Thu Thiem – Long Thanh railway project, while also implementing five pilot metro lines to test policies under Resolution 188.

Adding 5 Metro Projects to the Pilot List Under Resolution 188

During the 7th Specialized Session on December 26, the 10th Ho Chi Minh City People’s Council approved the addition of 5 metro projects under National Assembly Resolution 188. This resolution pilots special mechanisms and policies to develop urban rail networks in Hanoi and Ho Chi Minh City.

The five added metro lines include Metro Line 1, extending from the new Binh Duong City to the Suoi Tien terminal of the Ben Thanh – Suoi Tien Metro Line. This extension aims to expand the metro network by seamlessly connecting with the Ben Thanh – Suoi Tien line, creating a stable transport axis linking the central urban area with satellite cities.

The project also seeks to connect Ho Chi Minh City’s two administrative and political centers—from Binh Duong Ward to Saigon Ward—using modern, eco-friendly transportation. Additionally, it will create new development spaces, promote compact urban development through the Transit-Oriented Development (TOD) model, and distribute residents and workers along the route.

Metro Line 1 Ben Thanh – Suoi Tien, extended to Dong Nai Administrative Center and connected to Long Thanh Airport, is one of the 5 metro projects added to Ho Chi Minh City’s list under Resolution 188.

The Urban Railway Management Board has been tasked with investment preparation and implementation. The Binh Duong New City – Suoi Tien line will run from the central roundabout of Binh Duong New City, along Hung Vuong Street, My Phuoc – Tan Van Expressway, to the Long Binh Depot.

This line is expected to be completed before 2035, with investment through public-private partnerships (PPP) or public funding.

The second added line, Metro Line 2, connects Thu Dau Mot Ward to Ho Chi Minh City’s center. This line directly links Thu Dau Mot with neighboring areas, reducing traffic congestion on National Highway 13. It will also seamlessly connect with Metro Line 3 from Hiep Binh Phuoc to An Ha, forming a central transport axis. Additionally, it will foster new development spaces, promote compact urban growth through TOD, and distribute residents and workers along the route.

The route runs from Thu Dau Mot, along Hung Vuong, Pham Ngoc Thach, and National Highway 13 to Vinh Binh Bridge, connecting with Ho Chi Minh City’s Metro Line 3 and utilizing the Hiep Binh Phuoc Depot.

The city has assigned the Urban Railway Management Board as the project investor and preparer.

This line is also expected to be completed before 2035 through public funding or PPP.

Ho Chi Minh City plans to connect its urban rail network to Tan Son Nhat Airport and Long Thanh Airport using a modern metro system.

The third line, Metro Line 3, connects Vung Tau, Ba Ria, and Phu My. This line will extend to Long Thanh Airport and Vung Tau’s central ward, boosting coastal tourism development. It will also create a dynamic economic and tourism corridor, offering high-quality living environments. This project contributes to establishing a national-level logistics hub, a free trade zone in Cai Mep Ha, attracting strategic investors, and designing a synchronized, world-class ecosystem.

The route connects to Long Thanh International Airport, running from 3/2 Street, Chi Linh Tourist Area, Coastal Road, Road 55, to National Highway 51.

Investment is planned for completion before 2035.

The fourth line, Metro Line 1 Ben Thanh – Suoi Tien, extends to Dong Nai Administrative Center and connects to Long Thanh Airport. This metro line addresses the urgent need for connectivity between Ho Chi Minh City and Dong Nai, optimizing Long Thanh Airport’s potential and enhancing urban services, tourism, logistics, and socio-economic development in both regions.

The final line is Thu Thiem – Long Thanh, a strategic and urgent project providing direct connectivity from Ho Chi Minh City to Long Thanh Airport.


Ho Chi Minh City Implements Thu Thiem – Long Thanh Metro

During the 7th Session, the 10th Ho Chi Minh City People’s Council approved a resolution designating the Ho Chi Minh City People’s Committee as the competent authority to implement the Thu Thiem – Long Thanh railway project. This 42 km line, with 20 stations and 1 depot, connects Thu Thiem (Ho Chi Minh City) to Long Thanh Airport (Dong Nai) via a public-private partnership (PPP).

The project passes through An Khanh, Binh Trung, and Long Truong wards in Ho Chi Minh City, and Nhon Trach and Long Thanh communes in Dong Nai. Construction is scheduled from 2026 to 2031.

The total preliminary investment is 84.753 trillion VND, including 5.504 trillion VND for compensation and resettlement.

The Thu Thiem – Long Thanh railway is divided into two components, with land clearance under the 2025 Railway Law. The PPP component ensures state-funded compensation and resettlement, while Ho Chi Minh City and Dong Nai independently invest in land clearance and infrastructure relocation.

Investors will handle construction and project completion.

According to the Ho Chi Minh City People’s Committee, connecting Tan Son Nhat and Long Thanh airports is a priority project under the National Steering Committee for Key Transport Projects.

Long Thanh Airport’s Phase 1 was completed in December 2025, with commercial operations starting mid-2026. However, limited connectivity between Long Thanh Airport and Ho Chi Minh City’s center highlights the urgency of this metro investment.

Under the 2021-2030 Railway Network Plan, the Thu Thiem – Long Thanh Metro is a strategic link between Ho Chi Minh City and Dong Nai, enhancing regional connectivity and reducing travel times. It also caters to international experts and investors visiting Vietnam’s International Financial Center in Ho Chi Minh City.

The 7th Session of the Ho Chi Minh City People’s Council addressed critical, urgent issues to ensure the new administration’s smooth and effective operation.

Investing in Metro Line 2 (Ben Thanh – Tham Luong and Ben Thanh – Thu Thiem sections) and the Thu Thiem – Long Thanh railway will enhance urban transportation, provide sustainable mobility, and improve connectivity between Long Thanh Airport, Ho Chi Minh City, and Tan Son Nhat Airport.

With these metro lines, travel times are expected to reduce to approximately 40 minutes.

Resolution 188, passed by the National Assembly on February 19, grants Ho Chi Minh City special autonomy in investment approval, project adjustments (similar to Group A projects), component project division outside the Construction Law, and direct procurement for critical tasks.

Initially, Ho Chi Minh City had 7 metro lines under Resolution 188’s special mechanism (Lines 1 to 7).

Following the merger of Binh Duong and Ba Ria – Vung Tau, additional urban rail projects require priority investment from 2026 to 2030. Thus, the Ho Chi Minh City People’s Committee proposed adding 5 projects to Resolution 188 to accelerate development.
