“Starting January 1, 2026, Workers Can Borrow Up to 200 Million VND for Self-Employment”

Interest rates for loans to workers are set at 127% of the interest rates applicable to loans for low-income households, as determined by the Prime Minister for each respective period.

According to Decree 338/2025 (effective from January 1, 2026), workers aged 15 and above with labor capacity and employment needs are eligible for loan policies to support job creation, maintenance, and expansion from the Vietnam Bank for Social Policies.

Maximum Loan Limit Doubles

From January 1, 2026, the maximum loan amount for workers is 200 million VND, double the current limit.

Based on the capital source and repayment ability of the borrower, the Vietnam Bank for Social Policies will agree on a specific loan amount.

Vietnam Bank for Social Policies – Ho Chi Minh City Branch provides loans to workers.

If local socio-economic conditions permit, provincial People’s Committees can propose to the Provincial People’s Councils to set higher maximum loan limits for local budget funds entrusted to the Vietnam Bank for Social Policies.

The maximum loan term is 120 months. The bank will consider the capital source and repayment ability of the borrower to agree on the loan term.

The interest rate is 127% of the loan interest rate for poor households, as stipulated by the Prime Minister for each period.

The following workers will enjoy the same interest rate as poor households:

– Ethnic minority workers from poor households;

– Kinh ethnic workers from poor households living in areas with particularly difficult socio-economic conditions as defined by the Government;

– Workers with disabilities;

– Workers in households directly caring for severely disabled individuals; workers fostering severely disabled individuals;

– Workers borrowing to work abroad under contracts who are ethnic minorities from poor households or Kinh ethnic from poor households in difficult areas;

– Other cases determined by the Government based on socio-economic conditions and employment needs.

Loan Application Process

Workers in need of loans for job creation, maintenance, or expansion should submit their applications to the Vietnam Bank for Social Policies.

Within 7 working days of receiving a complete application, the bank will notify the loan approval result.

The bank will also provide detailed guidance on application documents and loan procedures to ensure a smooth and flexible process.
