The Drug Administration of Vietnam (DAV) under the Ministry of Health has issued a directive urging local authorities to collaborate in tracing, recalling, and destroying nine non-compliant cosmetic products. These products are registered under Japan Connection Investment and Trading Co., Ltd., which claims to have no remaining stock for recall.
Previously, the DAV issued Decision No. 654/QĐ-XPHC, imposing an administrative fine on Japan Connection for trading cosmetics without a Product Information File (PIF) as required by law. The corrective measure mandated the recall and destruction of all nine non-compliant products.

By December 3rd, Japan Connection reported compliance with the penalty. However, the company stated that since the decision was publicly announced on the DAV’s website, no customer complaints or return requests were received, leaving “no products” to recall or destroy as required.
To ensure full compliance, the DAV has instructed provincial and municipal Health Departments to notify local businesses and users to cease distribution of the nine non-compliant products. Entities still holding these products must return them to Japan Connection. Health Departments are tasked with inspecting, monitoring, and penalizing non-compliant businesses as per regulations.
The DAV also directed Japan Connection to notify all distributors, accept returned products, and organize their recall and destruction in accordance with regulations. The company is accountable for the entire process and must submit a supplementary report with supporting documents to the DAV by January 5, 2026.
Specifically, the Hanoi Department of Health is tasked with overseeing Japan Connection’s recall and destruction process and reporting the outcome to the DAV by January 10, 2026.
