The Ministry of Industry and Trade has issued Official Dispatch No. 10187/BCT-KHTC regarding the implementation of Resolution No. 406/NQ-CP of the Government on the Regular Meeting in November 2025 and Telegram No. 241/CĐ-TTg of the Prime Minister on the implementation of tasks to promote economic growth.
Accordingly, for the task group on promoting production, export, and consumption, the Ministry of Industry and Trade assigns the Domestic Market Management and Development Department to take the lead, coordinating with relevant ministries and agencies to closely monitor and grasp market dynamics, balance supply and demand, and stabilize prices of goods and services. Additionally, appropriate and effective solutions are needed to stabilize the market and prices, especially for gasoline, food, and other essential commodities; ensuring no shortages of gasoline or essential goods for daily life and business production.
Furthermore, the Domestic Market Management and Development Department must strengthen the fight against smuggling, trade fraud, origin fraud, counterfeit goods, and substandard products. Prepare goods for the Tet holiday, stabilize the market, and promote the campaign “Vietnamese People Prioritize Using Vietnamese Goods,” along with domestic consumption stimulus programs, bringing Vietnamese goods to rural areas, mountainous regions, and islands during the Solar New Year and Lunar New Year.
The Import-Export Department focuses on implementing decisive solutions to strongly promote exports, especially at the end of the year and the beginning of the new year, meeting the increased consumption demand in the international market during Christmas and the Solar New Year. Effectively exploit signed Free Trade Agreements (FTAs) to boost goods exports.
Meanwhile, the Trade Promotion Department prepares to successfully organize the 2026 Spring Fair. Notably, it is essential to enhance trade promotion, diversify markets, products, and supply chains. Support localities, industry associations, and businesses in effectively exploiting FTAs of which Vietnam is a member, including support in trade promotion, connecting exporters, importers, distributors, and product and brand promotion.
The Ministry of Industry and Trade requests the Industry Department to proactively grasp the situation and implement appropriate, effective solutions for production development; vigorously develop new growth drivers linked to innovation, science and technology, and digital transformation. Strengthen activities connecting domestic businesses with foreign-invested enterprises, encouraging domestic enterprises to participate in the supply chains of foreign-invested enterprises.
The Electricity and Renewable Energy Management Department, along with the National Power System Operation Company, directs relevant units to announce the power system operation method until 2026, ensuring stable and safe electricity supply to meet the living and production needs of the people, especially during the Solar New Year and Lunar New Year; preventing any power shortages in all situations.
The Ministry of Industry and Trade assigns the Multilateral Trade Policy Department to accelerate the progress, urgently negotiate, and sign Free Trade Agreements (FTAs) at the end of 2025 and the beginning of 2026 with potential partners (such as GCC, Pakistan, Egypt, MERCOSUR, Algeria, Kuwait, Middle East, Brazil, South America…) and organize the effective exploitation of signed FTAs by the Foreign Market Development Department.
Continue negotiating the Trade Agreement with the United States as directed by competent authorities, promoting goods exports. Direct the trade office system abroad to strengthen support for Vietnamese businesses. Focus on supporting localities, industry associations, and businesses in effectively exploiting FTAs of which Vietnam is a member; including support in market information, trade promotion, connecting exporters, importers, distributors in foreign markets, and product and brand promotion.
