Van Thinh Phat Case: Over 269 Billion VND Paid in Sixth Installment to Victims

The Ho Chi Minh City Civil Judgment Enforcement Agency has disbursed over VND 269 billion to bondholders in the sixth phase of the Van Thinh Phat case, bringing the total payout to more than VND 9,350 billion.

On the afternoon of December 26, the Ho Chi Minh City Department of Civil Judgment Enforcement (HCMC DCJE) provided updates on the compensation progress for victims in the Van Thinh Phat case. In the sixth payment phase, the enforcement agency disbursed over 269 billion VND to bondholders.

According to the HCMC DCJE, the enforcement process is based on the first-instance criminal judgment of the Ho Chi Minh City People’s Court and the appellate judgment of the High People’s Court in Ho Chi Minh City.

The judgments mandate that Ms. Truong My Lan must fully compensate 30,081 billion VND to 43,108 victims, associated with the following bond codes: QT-2018.12.1; SET.H2025; ADC-2018.09; ADC-2019.01; ADC-2018.09.01; and SNW-2018.10.

As of December 26, 2025, the enforcement agency has conducted six payment phases: Phase 1 (June 25, 2025): 7,464 billion VND (24.8%). Phase 2 (July 17, 2025): 738 billion VND (2.4%).

Phase 3 (August 20, 2025): 376 billion VND (1.2%). Phase 4 (September 26, 2025): 299 billion VND (0.9%). Phase 5 (November 26, 2025): 206 billion VND (0.6%). Phase 6 (December 26, 2025): over 269 billion VND for 42,482 bondholders (0.9041%).

After six phases, the total compensation paid to victims exceeds 9,350 billion VND.

For the 626 bondholders who have not provided bank account details, the HCMC DCJE has deposited the corresponding amount in savings accounts as per regulations, ensuring full protection of citizens’ rights. Fee collection and waivers are strictly implemented according to the Civil Judgment Enforcement Law and Circular 216/2016 of the Ministry of Finance.

The enforcement agency is expediting the verification, measurement, and valuation of assets owned by Ms. Truong My Lan and related entities as per the court’s decision.

Notably, the HCMC DCJE has requested Saigon Commercial Bank (SCB) to transfer all frozen funds as per the first-instance and appellate judgments from both phases of the case.

“Once asset processing is complete and funds are received from the bank, we will notify and proceed with subsequent payment phases for the victims,” affirmed a representative of the HCMC DCJE.
