On the afternoon of December 26, the Ho Chi Minh City Department of Civil Judgment Enforcement (DCJE) provided updates on the compensation process for victims in the Van Thinh Phat case. In the sixth disbursement phase, the enforcement agency paid over 269 billion VND to bondholders.
According to the DCJE, the enforcement actions are based on the first-instance criminal judgment of the Ho Chi Minh City People’s Court and the appellate judgment of the High People’s Court in Ho Chi Minh City.
The judgments mandate that Truong My Lan must fully compensate 30,081 billion VND to 43,108 victims, associated with the following bond codes: QT-2018.12.1; SET.H2025; ADC-2018.09; ADC-2019.01; ADC-2018.09.01; and SNW-2018.10.

As of December 26, 2025, the enforcement agency has conducted six disbursement phases: Phase 1 (June 25, 2025): 7,464 billion VND (24.8%). Phase 2 (July 17, 2025): 738 billion VND (2.4%).
Phase 3 (August 20, 2025): 376 billion VND (1.2%). Phase 4 (September 26, 2025): 299 billion VND (0.9%). Phase 5 (November 26, 2025): 206 billion VND (0.6%). Phase 6 (December 26, 2025): over 269 billion VND for 42,482 bondholders (0.9041%).
In total, after six phases, more than 9,350 billion VND has been disbursed to the victims.
For the 626 bondholders who have not provided bank account details, the DCJE has deposited the corresponding amounts into savings accounts as per regulations, ensuring their rights are fully protected. Fee collection and waivers are strictly implemented according to the Law on Civil Judgment Enforcement and Circular 216/2016 of the Ministry of Finance.
The enforcement agency is expediting the verification, valuation, and appraisal of Truong My Lan’s assets, along with those of related organizations and individuals, as per the court’s decision.
Notably, the DCJE has requested Saigon Commercial Bank (SCB) to transfer all frozen funds as ordered in the first-instance and appellate judgments of both phases of the case.
“Once asset processing is complete and funds are received from the bank, we will notify and proceed with the next disbursement phases for the victims,” affirmed a representative of the DCJE.
