The People’s Committee of Bac Ninh Province has issued an official dispatch to communes and wards in Tu Son, Tri Qua, Thuan Thanh, Mao Dien, Tram Lo, Gia Binh, Lam Thao, Luong Tai, and Trung Kenh, requesting coordination and support for the survey and design of the Hanoi – Quang Ninh high-speed railway project by Vinspeed High-Speed Railway Investment and Development Joint Stock Company.
Accordingly, the Bac Ninh Provincial People’s Committee received Vinspeed’s dispatch regarding support for the construction survey to serve the research and design of the Hanoi – Quang Ninh high-speed railway project.
Vice Chairman of the Bac Ninh Provincial People’s Committee, Ngo Tan Phuong, instructed relevant agencies and units to proactively coordinate and support the survey and design of the Hanoi – Quang Ninh high-speed railway project as requested by Vinspeed, based on their functions, tasks, and management scope.
Vinspeed is to actively liaise and coordinate with agencies and localities in Bac Ninh Province for timely support. Simultaneously, they are to organize and implement related tasks in compliance with legal regulations.
As proposed by Vinspeed, the Hanoi – Quang Ninh railway line will start at the National Exhibition and Convention Center (Co Loa), Dong Anh District, Hanoi, and end at the Forest Park Area, Viet Hung Ward, Quang Ninh Province, opposite the Vinhomes Ha Long Xanh Urban Area.
The project involves the construction of a new passenger railway line, approximately 120 km long, with double tracks of 1,435 mm gauge and electrification. The main line is designed for a speed of 350 km/h, while the section passing through Hanoi is expected to be designed for a speed of 120 km/h.
In the pre-feasibility study report, Vinspeed proposed a total investment of approximately USD 5.54 billion, to be implemented under the business investment model as stipulated in the Investment Law. Regarding the schedule, the investor proposed starting the project in Q4/2025, aiming for completion in 2027 and commercial operation from 2028.
Recently, Vinspeed announced changes to its business registration, increasing its charter capital by 36%, from VND 33,000 billion to VND 45,000 billion.
On December 25th, Vingroup also submitted a dispatch to the Government regarding the withdrawal of its investment registration for the North-South High-Speed Railway project, which the group had presented to the Government for consideration in May 2025.
According to Vingroup’s explanation, the decision to withdraw the investment registration was the result of careful consideration, stemming from the need to maximize resources for strategic infrastructure projects recently entrusted by the Government. Given the simultaneous implementation of multiple large-scale projects, the group believes that resource dispersion could impact the committed progress and quality.
