A groundbreaking housing infrastructure model has recently captured attention due to its unique design: a high-speed railway system beneath, topped with social housing units. Proposed by a forward-thinking enterprise, this concept aims to address the growing scarcity of urban land by maximizing vertical space for simultaneous transportation and housing development.
The multi-tiered elevated structure is meticulously designed across four functional layers: a highway, urban rail transit, commercial spaces, and social housing blocks. The pilot project, constructed using modular assembly techniques, was completed in just 10 days.
Test results reveal the structure’s resilience to earthquakes exceeding level 8, with noise levels in residential areas measured below 35 dB—significantly lower than nighttime standards. The projected lifespan of the infrastructure surpasses 100 years.
Mr. Lê Xuân Nghĩa, a member of the Prime Minister’s Policy Advisory Council, remarked, “This is an exceptionally innovative project engineered by Vietnamese experts. Equally crucial is their comprehensive approach, from theoretical groundwork to practical testing—a vital step toward real-world implementation.”

From a technical standpoint, the model’s standout features include its construction technology and vertical space optimization, maximizing the utility of limited urban land.
“It’s an elevated system leveraging prefabricated assembly, enabling rapid construction. Additionally, the space beneath and above the structure can be repurposed for supermarkets, housing, and more,” noted Dr. Trần Bá Việt, Vice Chairman of the Vietnam Concrete Association.

Social Housing Above High-Speed Rail: A Novel Urban Spatial Approach
According to the developer’s projections, large-scale implementation could yield 60,000 to 100,000 social housing units, priced at approximately 25 million VND per square meter. This approach is estimated to save tens of trillions of VND compared to conventional infrastructure and housing methods.
This vertical development model represents a fresh perspective on integrating infrastructure and housing. However, transitioning from a pilot project to widespread adoption will require additional time and rigorous planning and policy assessments.
