The event also saw participation from PetroVietnam Technical Services Corporation (PTSC), the unit coordinating security for Dung Quat Oil Refinery.
55 Million Safe Man-Hours – A Foundation for Sustainable Collaboration
In his opening remarks, BSR Deputy General Director Mai Tuan Dat emphasized that BSR has achieved nearly 55 million safe man-hours to date. This is a clear testament to the company’s relentless efforts in risk management and ensuring safety and security throughout the refinery’s operations. He expressed confidence that the new coordination protocol will further enhance the synergy between the two forces, contributing to BSR’s achievement and exceeding safety and security targets in 2026 and beyond.

Amidst the complex security situation in the South Central Coast maritime region, with increasing vessel traffic serving port projects and import-export activities, Dung Quat Oil Refinery—a national energy cornerstone—remains a specially protected facility under the Petroleum Law and government regulations.
Notable Achievements in 2025 Collaboration
Reporting at the conference, Mr. Nguyen Quang Hung, Head of BSR’s Safety and Environment Department, stated that in 2025, collaboration between BSR and the Quang Ngai Provincial Border Guard yielded significant results. The two sides conducted 350 joint sea patrols with 1,520 officers and soldiers participating in critical areas such as the product export port (Jetty), the single-point mooring (SPM), the oil pipeline, and the U-034 seawater intake area. Additionally, 236 land patrols were carried out to promptly monitor and prevent security breaches.

During these operations, the forces detected and handled 62 cases of violations in the oil and gas facility protection corridor, primarily involving small boats, underwater divers, or fishing nets in prohibited areas. Legal awareness campaigns were intensified, reaching over 180 fishing households directly and distributing more than 30,000 flyers to enhance community awareness.
Notably, during patrols, border guards frequently discovered strange objects, floating wood, and unmanned boats, promptly addressing them to prevent collisions or unauthorized intrusions that could impact the refinery’s operations.
New Coordination Protocol: Proactive Control for Energy Security
While coastal residents’ awareness has improved, a small fraction still encroaches on the protection corridor for fishing in critical areas like Jetty, SPM, and U-034 due to immediate economic gains. These areas house strategic infrastructure of Dung Quat Oil Refinery.
Addressing the conference, Colonel Le Quoc Viet, Deputy Commander of Quang Ngai Provincial Border Guard, affirmed that the border guard will continue to strictly penalize violations and enhance public awareness campaigns about the dangers and legal consequences of infringing on oil and gas facility safety corridors.

From the refinery management perspective, Mr. Hoang Ngoc Tu, Deputy Director of Dung Quat Oil Refinery, noted that expanding the Dung Quat Economic Zone presents new challenges for security and safety. The new coordination protocol aims to shift from “responding to incidents” to “proactively managing risks” by enhancing real-time data sharing, applying modern surveillance technologies like marine radar, AI cameras, automatic identification systems (AIS), and early warning mechanisms in high-risk areas.
Concluding the conference, BSR Deputy General Director Mai Tuan Dat praised the responsibility and effective collaboration of both forces, urging relevant units to swiftly implement the new protocol. He stressed, “Dung Quat Oil Refinery is a national strategic asset. Protecting the refinery is safeguarding maritime sovereignty, energy security, and the nation’s economic interests.”
The signing of the new coordination protocol between BSR and the Quang Ngai Provincial Border Guard not only marks a deeper and more sustainable partnership but also ensures a secure maritime environment for oil and gas operations. This guarantees the supply chain, production, and import-export activities of Dung Quat Oil Refinery, contributing to stability in the South Central Coast and protecting national maritime sovereignty.
