In an official dispatch to the People’s Committees of provinces and cities, the Ministry of Finance announced that the Government has issued Resolution No. 418/NQ-CP dated December 28, 2025. This resolution outlines the gifting of presents from the Party and State on the occasion of the 14th National Congress of the Party and the Lunar New Year of the Horse (Bính Ngọ) in 2026. The recipients include individuals who have contributed to the revolution, social welfare beneficiaries, social pensioners, and other vulnerable groups.
Based on this decision, the Ministry of Finance confirmed that it has fully transferred the funds to local authorities to implement the gift distribution. Previously, the Prime Minister signed a decision allocating an additional VND 2,513 billion from the central budget (from the central budget reserve) to localities for this purpose.
The Party and State gift presents to contributors to the revolution, retired officials, and others on the occasion of the 14th Party Congress and Lunar New Year.
During implementation, if there is a shortage of funds, provincial and city People’s Committees are advised to use local budgets or other legal financial sources to ensure timely and complete gift distribution. They should promptly compile reports and submit them to the Ministry of Finance for further approval.
The Ministry of Finance requests that localities report on the implementation results. Any financial difficulties or obstacles should be promptly communicated to the Ministry of Finance, with copies sent to the Ministry of Public Security, Ministry of Home Affairs, and Ministry of Health for additional guidance.
The beneficiaries of these gifts from the Party and State include: contributors to the revolution, social welfare recipients, social pensioners, and orphaned children without guardians or those in orphanages.
The resolution mandates that the gift distribution must be completed by December 31 at the latest.
The Government has tasked the Ministry of Finance with ensuring the central budget’s balance to implement this gifting policy. The Ministry of Public Security will collaborate closely with the Ministry of Home Affairs, Ministry of Health, Ministry of Finance, relevant agencies, and local authorities to distribute gifts through the social welfare accounts on VNeID.
If necessary, provincial and city People’s Committees will direct relevant local agencies and commune-level People’s Committees to directly transfer gifts into the recipients’ monthly allowance or subsidy accounts (if available) or provide direct cash payments, ensuring compliance with regulations and timely distribution.
The Government authorizes provincial and city People’s Committees to consider and decide on gifting other vulnerable groups within their jurisdictions based on local conditions and resource availability.
