According to VIDIFI, after a decade of operation, traffic volume on the Hanoi – Hai Phong Expressway has significantly increased. With its current configuration of 6 lanes and 2 emergency lanes, the route now experiences congestion, particularly during holidays, festivals, and weekends.
Simultaneously, National Highway 5, the parallel route assigned to VIDIFI for toll collection to recoup the investment in the Hanoi – Hai Phong Expressway, is also facing severe challenges. Traffic on this highway is approximately three times its designed capacity, leading to frequent overloading and congestion.

VIDIFI forecasts that traffic on the Hanoi – Hai Phong Expressway will soon reach and exceed its designed capacity, projected to occur around 2028. Expanding the roadway from 6 to 10 lanes at this juncture is deemed appropriate, aligning with the route’s planning objectives.
The Hanoi – Hai Phong Expressway project, invested and constructed by VIDIFI, was completed and opened for operation in 2015. The project aligns with the road network planning for the 2021 – 2030 period, with a vision extending to 2050, featuring a 6-lane design.

As of January 1, 2026, the Hanoi Department of Construction will implement a ban on trucks traveling on the elevated Ring Road 3 during peak hours. This decision comes in response to the vehicle density exceeding the designed capacity by up to five times, with trucks making up a significant portion of the traffic. The measure aims to ensure smoother traffic flow and reduce congestion on this critical arterial route.
