Vietnam Witnesses an Unprecedented Record in 2025

With an investment capital exceeding 5.14 quadrillion VND spread across 564 projects and works, 2025 is poised to be one of Vietnam’s most dynamic years in infrastructure development.

The year 2025 marks an unprecedented peak in infrastructure investment across Vietnam, with 564 projects and constructions initiated and completed nationwide, totaling over 5.14 million trillion VND in investment capital. Notably, the private sector has taken the lead, contributing more than 3.8 million trillion VND, equivalent to nearly 75% of the total funding. These projects were launched through three simultaneous groundbreaking, inauguration, and technical opening ceremonies, coinciding with significant national events.

On December 19th alone, 234 projects and constructions were initiated, inaugurated, and technically opened across the country, with a total investment of over 3.4 million trillion VND. These events spanned various sectors, including transportation, urban development, industry, and energy, significantly contributing to the celebration of the 14th National Congress of the Communist Party of Vietnam.

Speaking at the groundbreaking, inauguration, and technical opening ceremony on the morning of December 19th, Prime Minister Pham Minh Chinh highlighted three “record-breaking” aspects of the event: the largest total investment ever, exceeding 3.4 million trillion VND; the highest private sector participation, nearly 2.8 million trillion VND, accounting for over 82%; and the largest single project, the Olympic Sports Urban Area, with an investment of approximately 925,000 trillion VND.

According to the Prime Minister, the commencement of these projects lays the “first bricks” for the future, with a long-term vision that even “transcends the era.” These include mega-projects such as the Gia Binh Airport; initiatives “reaching out to the open sea” like the Hon Khoai Port; urban and international railway lines, and preparations for the North-South high-speed railway; as well as century-long vision projects like the Red River Scenic Avenue, the Olympic Sports Urban Area, a rail and special steel production plant, and various facilities for APEC 2027 in Phu Quoc.

In the road transport sector, as of December 19, 2025, Vietnam has completed and technically opened 3,188 km of main expressway routes, along with 325 km of interchanges and access roads, bringing the total length to 3,513 km, far exceeding the 3,000 km target set for the five-year period. Additionally, 1,586 km of national highways and 1,701 km of coastal roads have been completed, significantly enhancing inter-regional connectivity.

Overall, from 2021 to 2025, Vietnam completed and opened 2,025 km of expressways, nearly doubling the total expressway length of the previous 20 years; notably, the entire North-South Expressway from Cao Bang to Ca Mau was technically opened.

In the aviation sector, major airports such as Noi Bai, Tan Son Nhat, Phu Bai, and Dien Bien have been upgraded and expanded; Phase 1 of Long Thanh International Airport has been substantially completed and welcomed its first technical flight. As a result, the total capacity of the airport system has surged from 92.4 million passengers in 2020 to approximately 155 million passengers in 2025.

Meanwhile, three major seaport projects have been put into operation, increasing the system’s throughput capacity to about 900 million tons per year; the Hon Khoai and Bai Gok ports have also been initiated, realizing the maritime economic development strategy.

In the railway sector, key urban railway lines such as Ben Thanh – Suoi Tien, Cat Linh – Ha Dong, and the elevated section of the Nhon – Hanoi Station line have been officially put into operation. Simultaneously, the North-South railway sections from Vinh to Nha Trang and from Nha Trang to Ho Chi Minh City have been substantially upgraded, gradually improving the quality of national railway transportation.

Alongside transport infrastructure, the civil construction and urban development sectors have also achieved notable results. Compared to the beginning of the term, the national urbanization rate reached approximately 45%, a 5% increase from the end of 2020. The proportion of urban residents with access to clean water reached 94%, a 3% increase, while the average housing area per capita reached 30 m², an increase of 5.6 m².

Particularly, from 2021 to date, Vietnam has implemented 698 social housing projects with a scale of over 637,000 units. In 2025 alone, more than 102,000 social housing units were completed, exceeding the annual plan by 2%, bringing the country closer to the goal of building 1 million social housing units for low-income earners by 2030.

Additionally, the program to eliminate temporary and dilapidated houses has been vigorously implemented, completing more than 334,200 units, achieving the target 5 years and 4 months ahead of the Resolution 42 schedule.
