Establishing the Steering Committee for the Implementation of the North-South High-Speed Railway Project

Vietnam’s Ministry of Construction has taken a significant step forward in the development of the North-South High-Speed Railway project. Minister Tran Hong Minh has officially established a Steering Committee to oversee the initiative, marking a pivotal moment in the country’s infrastructure ambitions.

The committee, led by Minister Minh, includes Deputy Ministers of Construction and key leaders from specialized departments, project management boards, and Vietnam Railways Corporation. This high-level team is tasked with ensuring seamless coordination, timely execution, and quality assurance throughout the project’s lifecycle, from policy framework and investment preparation to implementation.

This strategic move underscores the government’s commitment to transforming the North-South High-Speed Railway from a conceptual plan into a tangible reality, following the National Assembly’s approval of the investment policy. It reflects a strong political will to accelerate this transformative project.

Earlier, during a review meeting led by Minister Minh, the Department of Construction Economics and Investment Management was tasked with developing a detailed timeline for the project. The goal is to commence construction by year-end, leveraging special mechanisms to expedite the selection of consultants for the feasibility study.

The Ministry has also directed its affiliated units to establish dedicated steering committees for national railway projects. This organizational restructuring aims to enhance governance, oversight, and swift issue resolution across these critical initiatives.

Spanning approximately 1,541 kilometers from Ngoc Hoi Station (Hanoi) to Thu Thiem Station (Ho Chi Minh City), the North-South High-Speed Railway will traverse 15 provinces. The project includes 23 stations (5 for freight) and requires roughly 10,830 hectares of land, necessitating the resettlement of over 120,800 households.

With an estimated investment of VND 1,710 trillion (USD 67.3 billion) from state and private sources, the railway is slated for substantial completion by 2035. At the Ministry’s 2025 year-end conference, Prime Minister Pham Minh Chinh emphasized the project’s urgency, calling for immediate clarification of investment modalities to kickstart implementation in January 2026.

Beyond its transportation benefits, the Prime Minister highlighted the railway’s role in driving economic growth, restructuring national logistics, and fostering sustainable development.
