Agribank offers a competitive lending rate for young homebuyers under 35, with a 2% annual reduction compared to the average medium and long-term VND lending rates of four state-owned commercial banks (Agribank, BIDV, Vietcombank, and VietinBank) during the first five years of the loan, starting from the initial disbursement date. The applicable interest rate is 5.6% per annum.
For the subsequent 10 years of the loan, the lending rate is 1% lower than the average medium and long-term VND lending rates of the aforementioned banks, resulting in an interest rate of 6.6% per annum.
Consequently, the lending rate for young individuals under 35 purchasing social housing has increased by 0.7% per annum since the beginning of 2026, due to the rise in medium and long-term VND lending rates among the Big4 banks.

Previously, on July 1, 2025, Agribank announced a lending rate of 5.9% per annum for outstanding loans to young individuals under 35 purchasing social housing from July 1, 2025, to December 31, 2025, during the first five years of the loan.
The lending rate is 1% lower than the average medium and long-term VND lending rates of the four state-owned commercial banks for the subsequent 10 years of the loan (from the initial disbursement date).
Several banks have recently increased lending rates for individuals under 35 buying social housing, not just Agribank.
Currently, lending rates for this demographic at joint-stock commercial banks range from 7% to 9% per annum during the 1-3 year preferential period, reflecting a 0.5% to 1% increase since early 2025. Even ACB, the first bank to announce this loan package, has applied rates of 8.5% to 9.5% per annum, depending on the term, after the preferential period.
At Vietcombank, the lending rate for this credit package has risen to 6.3% per annum, up from the previous rate below 6%.
In 2024, numerous banks launched preferential credit packages as directed by the Government, the Prime Minister, and the State Bank of Vietnam to support young individuals under 35 in purchasing social housing and accessing reasonably priced capital for homeownership. Agribank, in particular, announced a credit package of up to VND 10,000 billion.
The credit package is applicable to loans disbursed from May 30, 2025, to December 31, 2030, or until the program’s quota is exhausted.
Eligible borrowers are individuals under 35 seeking capital to purchase social housing in projects announced by the Ministry of Construction or People’s Committees of provinces and cities as per regulations.
Each borrower, or their spouse, may participate in this program only once to purchase a single unit in a project listed by the Ministry of Construction or provincial/municipal People’s Committees.
The preferential interest rate applies for a maximum of 15 years from the disbursement date.

According to the State Bank of Vietnam’s report on the social housing, worker housing, and old apartment building renovation/reconstruction loan program under Government Resolution No. 33/NQ-CP, only 26 out of 34 provincial People’s Committees have submitted documents or published project lists on their portals, totaling approximately 129 projects. As of November 30, 2025, banks have committed to lend over VND 14,300 billion, with program disbursements reaching VND 6,228 billion (a VND 3,383.4 billion or 119% increase compared to 2024).
