During the opening speech of the 3rd Conference of the Ho Chi Minh City Party Committee’s Executive Board on January 7th, Secretary of the City Party Committee Tran Luu Quang announced that the conference would address seven critical topics.
One key topic includes the proposal to adjust the planning for the Can Gio – Vung Tau sea-crossing road project under the PPP (BT contract) model and the funding adjustments for the Thu Thiem 4 Bridge construction project.
Additionally, the conference will discuss the draft plan to develop Ho Chi Minh City into a major national and regional service hub, focusing on high-value, modern, and advanced service sectors.

Other significant topics include the adjustment of the planning for the Ho Chi Minh City Political and Administrative Center and a preliminary review of the 5-year implementation of Resolution No. 26 on completing the Thu Thiem New Urban Area by 2030.
The conference will also review the implementation and propose adjustments to Plan No. 22 on streamlining the Vietnam Fatherland Front, socio-political organizations, and associations under the Party and State’s mandate, aligning with administrative unit consolidations.
Secretary Tran Luu Quang emphasized that all topics fall within the decision-making authority of the City Party Committee’s Executive Board and have been thoroughly prepared and comprehensively considered by the Standing Committee before discussion.
The conference reflects the determination and ambition of the Ho Chi Minh City Party Committee to establish the city as a growth hub, national economic center, and a competitive science, technology, and innovation urban area in the region and internationally.

Regarding the Can Gio – Vung Tau sea-crossing bridge, Secretary Tran Luu Quang noted the city’s intention to establish a transportation link between Ho Chi Minh City and Vung Tau. On the new city map, two routes are possible: one through Nha Be by road, which is challenging, and another from Can Gio to Vung Tau’s Bai Truoc and Bai Sau, spanning 13-14km.
City leaders have discussed with strategic investors to build a 6-lane sea-crossing bridge, starting from Vingroup’s Can Gio coastal urban area.
Vice Chairman of the Ho Chi Minh City People’s Committee Nguyen Cong Vinh highlighted the significant potential of Can Gio and Ba Ria – Vung Tau in maritime economics, tourism, logistics, and seaport industries. However, the lack of direct connectivity currently relies on distant road or inadequate waterway transport, hindering new development stages.
Post-administrative boundary merger, Ho Chi Minh City has vast development space, requiring enhanced intra-regional and inter-regional connectivity, especially for coastal economic zones. The Vung Tau connection project holds significant political and strategic importance, fostering direct coastal connectivity, reducing travel time, strengthening regional links, and expanding urban and maritime economic development.
In early December 2025, Vingroup submitted a proposal to the Ho Chi Minh City People’s Committee for the pre-feasibility study of the Can Gio – Vung Tau road and bridge project, suggesting a PPP (BT) model.
Thu Thiem 4 Bridge is a critical project connecting the southern districts to Thu Thiem and the city center.
The project starts on Bien Dong 2 Road in the Can Gio coastal urban area and ends at the intersection of Mai Sao – Ben Dinh and 30/4 Street in Tam Thang Ward, Vung Tau.
The preliminary investment is approximately VND 104.41 trillion, with construction starting in Q1/2026 and completion by 2029.
For the Thu Thiem New Urban Area, Chairman of the Ho Chi Minh City People’s Committee Nguyen Van Duoc urged departments to resolve pending issues in 2026, ensuring the area’s development meets its potential.
Thu Thiem 4 Bridge is a priority project to complete the infrastructure system, as approved by the Prime Minister. The Ho Chi Minh City People’s Council approved its construction with a budget exceeding VND 5 trillion. The 2.16km bridge connects Nguyen Van Linh Road (near Tan Thuan 2 Bridge) to Nguyen Co Thach Road in Thu Thiem New Urban Area.
Ho Chi Minh City aims to complete Thu Thiem New Urban Area by 2030.
Upon completion, the bridge will reduce travel time between southern districts and the city center, alleviating pressure on existing routes like Nguyen Tat Thanh, Khanh Hoi Bridge, Kenh Te Bridge, Ong Lanh Bridge, and Nguyen Van Cu Bridge.
Construction is expected to begin in Q4/2026 and finish by Q4/2028.
The conference approved the Thu Thiem 4 Bridge construction using the city’s public funds, totaling over VND 5 trillion.
Proposed 26-Story Administrative Center in Thu Thiem
Vice Chairman Bui Xuan Cuong presented a plan for a 26-story political and administrative center. The arch-shaped building will connect the central plaza and theater, serving as an urban landmark.
The multi-functional design includes shared infrastructure for meetings, flexible workspaces, and urban management needs. Funded by public investment, the project aims to complete planning and investment procedures by Q1/2026, with construction starting the same year for a 2027 completion.
