On January 7, the Ho Chi Minh City Party Committee Executive Board for the 2025-2030 term held its third conference.

Unifying 7 Key Agendas
The conference focused on discussing, reviewing, and unanimously approving 7 critical agendas that will significantly impact Ho Chi Minh City’s socio-economic development and urban infrastructure.
Specifically, the conference addressed the adjustment of the planning for the sea-crossing road project connecting Can Gio and Ba Ria – Vung Tau under the PPP (BT Contract) model; the adjustment of the planning for the Ho Chi Minh City Political-Administrative Center project.
Additionally, the conference discussed the adjustment of the investment capital for the Thu Thiem 4 Bridge project; the draft proposal for “Developing the city into a major national and regional service hub with high-value, modern, and advanced service industries.”
The conference also reviewed a 5-year summary report on the implementation of Resolution 26/2020 by the Ho Chi Minh City Party Committee regarding the concentrated investment and completion of the Thu Thiem New Urban Area by 2030.
A progress report on the implementation and proposed adjustments to certain aspects of Plan 22/2025 by the Ho Chi Minh City Party Committee Executive Board was also presented. This plan focuses on streamlining the Vietnam Fatherland Front Committee, socio-political organizations, and associations under the Party and State’s mandate, in alignment with the consolidation of administrative units at the provincial and communal levels, as well as personnel management within the committee’s authority.
Identifying New Growth Poles for the City
Concluding the conference, Mr. Tran Luu Quang, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee, noted that the city’s growth rate in 2025 fell short of the targeted 8.5%. However, in the fourth quarter of 2025, the city showed positive recovery signs with a growth rate exceeding 9%.
“This is a crucial condition for the city to confidently aim for double-digit growth in 2026,” stated the Secretary of the Ho Chi Minh City Party Committee.

Regarding the draft proposal for “Developing the city into a major national and regional service hub with high-value, modern, and advanced service industries,” Mr. Tran Luu Quang highlighted that the service sector plays a pivotal role, contributing 51% to the city’s budget.
Therefore, the Ho Chi Minh City Party Committee Executive Board agreed to approve the tourism development plan as a key economic sector and tasked relevant departments with its completion and implementation.

Concerning Resolution 26, Mr. Tran Luu Quang mentioned that the Standing Committee of the City Party Committee has directed the Party Committee of the City People’s Committee and relevant departments to actively resolve outstanding issues and rectify errors and shortcomings.
The city aims to develop this area into a new growth pole, featuring the new Political-Administrative Center, a major Cultural Center, an International Financial Center, and numerous other projects befitting Ho Chi Minh City’s scale.

Mr. Tran Luu Quang announced that the Standing Committee of the Ho Chi Minh City Party Committee will oversee the creation of a Gantt chart and detailed plan to focus on the construction and groundbreaking of major projects in 2026.
These projects include the City Political-Administrative Center, the Conference and Performance Center, the Unity Monument, the International Financial Center, Thu Thiem 4 Bridge, and the Thu Thiem – Long Thanh railway line.
Regarding Plan 22, the Secretary of the Ho Chi Minh City Party Committee shared that, following the Central Committee’s directives and with the spirit of “running while aligning,” the city has implemented the necessary reorganizations. However, after a period of operation, the city recognized the need for further adjustments to ensure greater efficiency.
“The contents discussed and concluded at this conference hold immense significance for Ho Chi Minh City’s development, enabling the city to meet the Central Committee’s requirements and fulfill the expectations and aspirations of its residents,” emphasized the Secretary of the Ho Chi Minh City Party Committee.
He urged Party committees at all levels, agencies, and units to uphold their sense of responsibility, proactively and decisively implement the plans; enhance coordination, inspection, and supervision to ensure the Executive Board’s policies are swiftly realized, bringing tangible benefits to the people.
