New Policies on ID Cards and Driver’s Licenses Take Effect in 2026

Starting in 2026, new policies regarding ID cards, child car seats, driver’s license upgrades, and mandatory GPS tracking devices will take effect.

Clause 5 of Article 5 in the Law Amending and Supplementing 10 Laws on Security and Order 2025 has revised Article 27 of the Identification Law 2023. Accordingly, the procedures for issuing, reissuing, and replacing Identification Cards are conducted at: The Identification Management Agency of the Provincial/City Police Department and the Commune/Ward/Special Zone Police; The Identification Management Agency of the Ministry of Public Security for cases decided by the head of the Identification Management Agency of the Ministry of Public Security.

In necessary cases, the aforementioned Identification Management Agency may organize the issuance of Identification Cards at other agencies, units, or at the citizen’s residence.

Thus, under the new Law, citizens can complete procedures for issuing, reissuing, and replacing Identification Cards at the Provincial/City Police Department or the Commune/Ward/Special Zone Police.

Additionally, Clause 3 of Article 7 in the Law Amending 10 Laws on Security and Order has revised Clause 3 of Article 10 of the Road Traffic Safety Law as follows: “When transporting children under 10 years old and under 1.35 meters tall in a car, the driver must not allow the child to sit in the same row, except in cars with only one row of seats; the driver must use and instruct the use of appropriate safety devices for children, except in passenger transport vehicles.” This regulation takes effect from July 1, 2026.

Previously, under the Road Traffic Safety Law, this provision was set to take effect from January 1, 2026. Thus, the new Law has postponed the mandatory installation of child seats in cars to July 1, 2026.

Furthermore, the Law Amending and Supplementing 10 Laws on Security and Order 2025 has added point e in Clause 3 of Article 60 regarding training for driver’s license upgrades, applicable to “upgrading from B to BE, from C1 to C1E, from C, D1, D2, D to CE, from D1 to D1E, from D2 to D2E, and from D to DE.”

The current regulation only mentions “upgrading from B to BE, from C1 to C1E, from C to CE, from D1 to D1E, from D2 to D2E, and from D to DE.”

Thus, the new regulation expands the eligibility for upgrading to CE, adding categories D1, D2, and D. This means that from July 1, 2026, individuals holding D1, D2, and D licenses can also undergo training to upgrade to CE.

Notably, under the new Law, commercial transport vehicles must install journey monitoring devices. Cars with 8 or more seats (excluding the driver’s seat) used for commercial transport, tractor-trailers, and ambulances must install journey monitoring devices and driver image recording devices.

The regulation on installing passenger compartment image recording devices for commercial passenger transport vehicles with 8 or more seats (excluding the driver’s seat) under Clause 2 of Article 35 of this Law takes effect from January 1, 2029, and will be implemented according to a schedule set by the Government.
