On December 25, 2025, the Department of Construction of Tay Ninh Province officially confirmed that 964 apartments in towers C2.2 and C2.3 of the C subdivision (Victory Heights) within The Win City project are eligible for future housing sales. This allows the developer to formally sign sales contracts in accordance with the Law on Real Estate Business. This milestone marks The Win City’s official entry into the group of legally compliant projects eligible for transactions in the current market.

Prior to this, according to Document No. 3723/TNI-CNTK dated December 18, 2025, from the Tay Ninh Provincial Tax Department, The Win City had fulfilled its financial obligations with a payment exceeding 212 billion VND. The project has also completed all critical procedures, including land-use purpose conversion approval, land price approval, detailed 1/500 planning, and construction permits. This comprehensive legal compliance from the early stages demonstrates The Win City’s readiness to enter the commercial phase with transparency and professionalism.

A Legally Compliant Project: A Bright Spot in a Supply-Scarce Market

Following a prolonged market consolidation, the number of projects eligible for sale across the real estate market remains limited. In Q2/2025, the Ministry of Construction recorded only 58 newly licensed projects with a total of 16,627 units/land plots nationwide. Meanwhile, 2,991 projects face legal and policy-related challenges. This scarcity of legally compliant housing supply intensifies competition and raises buyers’ expectations for transparency and legal clarity.

According to Batdongsan.com.vn, Vietnam’s 2025 real estate market is focused on consolidation, with buyers prioritizing projects that offer clear and transparent legal frameworks. As such, The Win City’s early-stage legal compliance sets it apart, providing a distinct advantage in a market where such projects are rare.

For buyers at The Win City, particularly end-users and mid-to-long-term investors, the project’s eligibility for sales contracts offers tangible benefits.

First and foremost, it provides legal peace of mind. Once a sales contract is signed, buyers’ rights are protected under the law, ensuring clarity on construction timelines, handover obligations, and future property ownership certification. This minimizes risks commonly associated with projects lacking full legal compliance.

Additionally, legally compliant properties typically enjoy higher liquidity, facilitating easier and lawful secondary market transactions. In the long term, these properties tend to exhibit greater price stability and value appreciation potential as the project matures and becomes operational.

The Win City: Meeting Market Demands

Beyond its robust legal foundation, The Win City is designed to cater to the real housing needs of young professionals and families. Spanning 13.1 hectares, the project is envisioned as a next-generation urban development, placing people—especially young individuals and families—at the heart of its design. Divided into three subdivisions—Victory Heights (C), Glory Sky (B), and Prime Majestic (A)—the project is being developed in phases to ensure synchronized infrastructure and amenities.

Comprehensive amenities designed to promote sustainable living for young residents and families at the gateway to West Saigon.

The project comprises nearly 6,000 units, with the Victory Heights (C) subdivision currently under development. It features 6 blocks, offering a total of 2,822 units, including 2,746 apartments and 76 shophouses.

The apartment layouts at The Win City are diverse, ranging from 1-bedroom, 1-bedroom+, to 2- and 3-bedroom units. Family-friendly options dominate, with 1-bedroom+ units accounting for 15.6% and 2-bedroom units (with 1-2 bathrooms) making up 59.4%. This mix caters to the flexible living needs of young couples, small families, and long-term professionals in the area.

Notably, the project dedicates ample space to landscaping and internal amenities, fostering a green, balanced, and community-centric living environment. The amenities are developed under a “one-stop living hub” model, integrating daily living, education, work, and healthcare needs within the community.

The completion of legal procedures and readiness for sales contract signings not only underscore the developer’s execution capabilities but also highlight The Win City’s long-term commitment to delivering high-utility housing with clear legal frameworks and sustainable value appreciation.

In a market hungry for legally compliant projects, The Win City emerges as a compelling choice for buyers seeking assurance, transparency, and opportunities to capitalize on the new growth cycle of West Saigon’s real estate market.
