On January 7th, the Ho Chi Minh City Police Department’s Investigation Agency (CSĐT) issued an arrest warrant for Tran Van Quy (born in 1981, Chairman of the Board of Directors of Sam Group Corporation) on charges of fraud and misappropriation of property.
Previously, the Economic Police Department (PC03) of the Ho Chi Minh City Police had taken over the investigation of the criminal case of “Fraud and Misappropriation of Property” occurring at Sam Group Corporation.

During the investigation, it was determined that the actions of the Chairman of Sam Group constituted the crime of “Fraud and Misappropriation of Property.” As a result, the police pressed charges and issued an arrest warrant for Quy. However, Quy fled his residence, and his current whereabouts are unknown. Therefore, the CSĐT of Ho Chi Minh City Police issued a wanted notice for Tran Van Quy to facilitate his capture.
The police announced that anyone has the right to apprehend and immediately bring the wanted individual to the nearest Police Agency, People’s Procuracy, or People’s Committee. After apprehending or receiving the wanted individual, it is mandatory to immediately report to PC03 at 14 Doan Nhu Hai Street, Xom Chieu Ward, Ho Chi Minh City, or call the phone number: 0903852528 to speak with the case officer Nguyen Lam Anh.
According to the investigation, Sam Group advertised and sold non-existent villa projects in Lam Dong Province, including: Sam World Damb’ri Villa Area, Sam Hills Loc Quang, and Sam World Loc Quang. The company lacked legal documentation, investment approval, or investment registration certificates but still entered into deposit agreements, reservation vouchers, and transfer registration forms with customers.
The funds received from the victims were transferred into the company’s account and Quy’s personal account. Instead of fulfilling their commitments, the group withdrew the entire amount for other purposes.
To date, PC03 has established sufficient grounds to conclude that Tran Van Quy and his accomplices misappropriated assets from multiple individuals, totaling over 16 billion VND, through deposit agreements for land plots in the aforementioned villa areas.

The Ho Chi Minh City Police have successfully dismantled a criminal syndicate specializing in extortion under the guise of a debt collection business, led by Ho Thanh Duoc (born in 1991, residing in Dong Thap). The group established three debt trading companies and formed an illegal “debt recovery” division. They engaged in unlawful debt collection practices by signing fraudulent debt purchase agreements, profiting from 10% to 50% of the recovered amounts.
