Localities unanimously commend the Central Committee, National Assembly, and Government’s decisive, flexible, and effective leadership. Amid the challenges of 2025, proactive and timely governance helped the economy overcome obstacles, achieving encouraging results that lay a strong foundation for the next development phase.
Hanoi Targets Over 11% Growth in 2026
Chairman of the Hanoi People’s Committee Vu Dai Thang reported that in 2025, Hanoi focused intensely on completing socio-economic goals, resolving economic bottlenecks, and building a two-tier local government with highly encouraging outcomes.
The city’s GRDP growth reached 8.16%, significantly higher than previous years. The economy’s scale exceeded USD 64 billion. Foreign investment surged by over 70% to approximately USD 4.4 billion, with scenarios being developed to attract high-tech investments.
Notably, 2025 marked the first year Hanoi’s state budget revenue surpassed VND 700 trillion, a 138% increase over the estimate, the highest in recent years.
For 2026, Hanoi aims for over 11% growth. The city pledges decisive and proactive action from the outset, aligning with General Secretary To Lam’s guidance: “When Hanoi acts, it acts immediately, swiftly, correctly, effectively, and thoroughly.”
In this spirit, Hanoi will focus on breakthrough areas aligned with the Government’s priorities.
First, institutional and organizational reforms. Hanoi will effectively implement resolutions and legal frameworks provided by the Central Committee, such as Resolution 258, to promote major projects and drive future growth.
Additionally, the city will develop new planning directions, including a 100-year vision for the capital.
Hanoi will address bottlenecks identified by General Secretary To Lam, such as traffic congestion, environmental pollution, and food safety. It will also implement policies to support land clearance, complete modern infrastructure, and develop an efficient urban environment.
The city will leverage science, technology, innovation, and digital transformation as key growth drivers. It will continue building a streamlined, effective two-tier local government.
Ho Chi Minh City Focuses on Governance Innovation and Resource Mobilization
At the conference, Chairman of the Ho Chi Minh City People’s Committee Nguyen Van Duoc emphasized that 2025 was a “test year” for the city, involving merger implementation, addressing past limitations, and pursuing new strategic tasks.
In 2025, the city’s economy grew steadily, with quarterly increases. Full-year GRDP rose by 8.03%, per capita GRDP reached USD 8,755, and the investment environment improved. 60,000 new businesses were established, and FDI reached USD 8.1 billion, a 21% increase year-on-year.
These results position Ho Chi Minh City for a more determined 2026. The city acknowledges the substantial workload, requiring no complacency or delay.
For 2026, the city targets over 10% growth. To achieve this, several solutions will be implemented.
First, successfully organizing elections for the 16th National Assembly and People’s Councils at all levels; effectively implementing Party Congress resolutions and the city’s action plans, along with a five-year development strategy and a double-digit growth plan for 2026-2030.
The city will mobilize resources, innovate urban governance, and deploy special mechanisms to attract strategic investors. It will restructure the economy to focus on science, technology, innovation, and the digital economy.
Ho Chi Minh City will also prioritize infrastructure breakthroughs, completing the new comprehensive city plan, reorganizing multi-polar, integrated, and hyper-connected development spaces. It will address flooding, traffic congestion, environmental pollution, and work toward a drug-free city.
Phu Tho and Quang Ngai Commit to Double-Digit Growth
Representing the northern midland and mountainous region’s top performer in 2025, Chairman of the Phu Tho People’s Committee Tran Duy Dong stated that from early 2025, especially after implementing the two-tier local government, the province developed measures to achieve double-digit growth, with highly positive results.
In 2025, GRDP growth reached 10.52%, ranking fourth nationally. The economy’s scale hit USD 16 billion, sixth among 34 localities. Industrial growth remained robust at 15.4%, and total budget revenue exceeded VND 62 trillion, 62% above the central target.
For 2026, Phu Tho aims for 11% growth. To achieve this, the province will effectively implement key Party Central Committee resolutions, focusing on science, technology, innovation, and digital transformation under Resolution 57. New production models will drive growth in 2026 and beyond.
Phu Tho will ensure all 15 growth targets are met or exceeded by strengthening administrative discipline, combating corruption, and enhancing efficiency.
The province will also attract strategic investments through effective planning, leveraging post-merger potential. It will improve the business environment with streamlined procedures to better serve citizens and businesses.
Key projects, including inter-regional transport links, high-tech industrial zones, and the Lo River urban development, will be prioritized. Two high-tech industrial zones and a national innovation center will be established in 2026, along with the Hong River Avenue connection to Hanoi.
Additionally, the province will resolve stalled projects under Resolution 170, develop human resources, and optimize the two-tier government model.
Representing the South Central Coast and Central Highlands’ leader in 2025, Chairman of the Quang Ngai People’s Committee Nguyen Hoang Giang reported comprehensive achievements across all sectors, creating a foundation for future growth. GRDP growth reached 10.02%, exceeding the Government’s target and ranking sixth nationally. State budget revenue surpassed VND 36 trillion, above the central estimate.
For 2026, Quang Ngai targets 10% GRDP growth. The province will continue implementing Party Central Committee resolutions, adjusting the 2021-2030 provincial plan with a vision to 2050, and ensuring the two-tier government operates efficiently.
Quang Ngai will simplify administrative procedures, support businesses, and create a favorable investment environment, especially for large-scale, high-impact projects.
