In addition to implementing measures to control speculation, price manipulation, and the creation of a virtual real estate market, the Ministry of Construction has introduced further incentives to encourage businesses to invest in more social housing projects. These projects aim to provide affordable housing for workers and low-income earners, thereby increasing the market supply.
Eliminating Speculation and Price Manipulation
According to a report by the Ministry of Construction, in recent years, the real estate market in many provinces and cities across the country, particularly in major urban areas and rapidly urbanizing regions, has witnessed complex developments and instability. These factors have negatively impacted residents’ access to housing and the healthy growth of the real estate market.
“The surge in property and real estate prices over the past period is attributed to various factors, including supply-demand imbalances, the impact of non-transparent planning information, herd mentality, and notably, speculative activities and price manipulation by brokers, leading to the creation of a virtual market,” stated a leader from the Ministry of Construction.
To curb speculation, price manipulation, and the creation of a virtual market, the Ministry of Construction has proposed that relevant agencies and local authorities regularly and proactively implement necessary measures within their jurisdiction. These measures aim to tightly control the issuance of real estate brokerage practice certificates, the operations of trading floors, and the brokerage services provided by organizations and individuals. The goal is to minimize uncontrolled activities and prevent market instability.
Additionally, local authorities are focusing on managing and enhancing the quality of training institutions and brokerage training programs.
Local authorities are also intensifying efforts to monitor information manipulation, the spread of inaccurate planning information, and the exploitation of planning and administrative boundary adjustments to create artificial demand. They are actively engaging crowds in transactions, linking speculative activities, and manipulating prices. Violations by organizations and individuals are being addressed promptly and rigorously.
To promote and enhance market transparency, the Ministry of Construction is finalizing a Government Decree on the development and management of a housing and real estate market information system, which will be submitted to the Government for issuance.
“This tool will facilitate the implementation of solutions for building a database of actual real estate transaction prices and publicly disclosing information about real estate, planning, project legality, and developers. It will also enable the digitization of real estate and transaction data, making it easy and convenient to search for real estate information and addressing the issue of information opacity,” emphasized a leader from the Ministry of Construction.

The Ministry of Construction is collaborating with the Ministry of Agriculture and Rural Development, the Ministry of Finance, and other relevant agencies to finalize a pilot scheme for a State-established Real Estate and Land Use Rights Trading Center. This scheme will be submitted to the Government for a National Assembly resolution on the pilot implementation of the center.
Streamlining Procedures for Social Housing Developers
To control and stabilize housing prices, the Ministry of Construction has proposed several groups of solutions to the Prime Minister. These include further researching and improving policies for developing affordable housing, suggesting content for the Law on Housing Amendments in 2026. The State Bank of Vietnam has been tasked with reviewing and assessing credit regulations related to the real estate sector to propose credit adjustment measures that align with practical realities.
The Ministry of Finance will continue to review and assess financial and tax regulations related to the real estate sector, proposing financial and tax adjustment measures that suit practical realities and appropriate timing.
Relevant ministries and sectors will review and improve legal documents within their jurisdiction, such as those related to land, investment, construction, urban and rural planning, to promptly address difficulties and obstacles. They will also reduce and simplify administrative procedures for implementing real estate projects.
Regarding further incentives to encourage businesses to invest in social housing projects with prices suitable for workers and low-income earners, a leader from the Ministry of Construction noted that the Government has issued resolutions and decrees to radically reform administrative procedures. These include eliminating the bidding process for investor selection, approving investment policies without bidding (reducing the process by approximately 200 days, or about 70% of the current time).

The Ministry of Construction has eliminated the requirement for establishing, appraising, and approving detailed planning tasks (reducing the process by 65 days, or 100%); removed the appraisal of the Investment Construction Feasibility Report at construction specialist agencies (reducing the process by 15-35 days, or 100%); and allowed the application of abbreviated contractor selection procedures instead of open bidding for construction packages (reducing the process by 45-105 days, or about 75-90%). It has also exempted construction permits for cases applying typical or standard designs (reducing the process by 20-30 days, or 100%).
The agency has also removed the requirement for appraising social housing selling and rental prices at provincial specialist agencies, allowing developers to determine and approve these prices independently. After completion and handover, developers are responsible for auditing, finalizing, and submitting documents to provincial specialist agencies for inspection (reducing the process by at least 30 days, or 100%). Administrative procedures for purchasing, renting, or renting-to-own social housing have been made transparent for residents, including workers and low-income earners.
The Ministry of Construction will continue to review and propose amendments to administrative procedures, aiming for 100% online implementation and the digitization of document components. This will facilitate participation in the housing sector, including social housing, for organizations and individuals.
