Addressing the conference, Prime Minister Pham Minh Chinh instructed the Ministry of Industry and Trade to proactively notify Japan of the decision not to cooperate in the investment and construction of the Ninh Thuan 2 Nuclear Power Plant. Simultaneously, the ministry is to finalize the dossier and report to the Government for the termination of adjustments to the investment cooperation agreement for the Ninh Thuan 2 Nuclear Power Plant project, in accordance with the Law on International Treaties and relevant legislation.
Prime Minister Pham Minh Chinh directed Vietnam Electricity (EVN) to closely coordinate with the Ministry of Industry and Trade and relevant agencies in negotiating with Russia on the investment and construction of the Ninh Thuan 1 Nuclear Power Plant, ensuring completion by January 2026. EVN is also urged to collaborate with the Ministry of Finance and the Ministry of Industry and Trade in appraising the adjusted pre-feasibility study report for the Ninh Thuan 1 nuclear power project, to promptly submit it to the Prime Minister for consideration and approval as per public investment regulations.
EVN is to work closely with the People’s Committee of Khanh Hoa Province to efficiently handle land clearance, resettlement, and livelihood stabilization for affected families of the Ninh Thuan 1 Nuclear Power Plant project, ensuring minimal disruption to local production, business, and livelihoods.
The Prime Minister tasked Vietnam Oil and Gas Group (PVN) with collaborating with the Ministry of Industry and Trade to propose a selection plan for a partner with advanced technology suitable for the new context, to invest in the construction of the Ninh Thuan 2 Nuclear Power Plant. This proposal is to be submitted to the competent authority for consideration and decision. PVN is also to coordinate with the People’s Committee of Khanh Hoa Province to effectively manage land clearance, resettlement, and livelihood stabilization for the Ninh Thuan 2 Nuclear Power Plant project, ensuring a smooth transition for affected families. Additionally, PVN is to work with the Ministry of Foreign Affairs and the Ministry of Industry and Trade to continue utilizing Japanese documentation for the Ninh Thuan 2 Nuclear Power Plant project.
The Prime Minister requested the Steering Committee to hold monthly meetings to review and assess the implementation of nuclear power plant construction projects, with the motto “working days are not enough, make use of nights and weekends.”
Ministries, sectors, agencies, and localities are urged to actively fulfill their tasks, ensuring the goal of nuclear power plant construction to meet the development demands of the new era.

The Ninh Thuan Nuclear Power Project (now in Khanh Hoa Province) was approved by the 12th National Assembly in 2009. However, in 2016, the 14th National Assembly passed a resolution to temporarily halt the project. In response to the demands of the new development period, in late 2024, the Party Central Committee and the National Assembly agreed to restart the Ninh Thuan Nuclear Power Project. |
